New era entrusts new Mission to Henan. Henan, a big inland province, has been leading the way in opening-up to promote the development of high-quality economy. In 2018, the total import and export value of Henan province exceeded 550 billion yuan, ranking the first in Central China and the eighth nationwide. Since the establishment of China (Henan) Pilot Free Trade Zone, 49.9 thousand enterprises have been set up here. 129 enterprises of Fortune Global 500 enterprises and 160 enterprises of China’s top 500 have invested in Henan province. The passenger and cargo scale of Zhengzhou Xinzheng International Airport remains the “double first” in the Central China. Henan, a major province of Central China, has explored a new path of open economic development in inland region.

As for hubs and roads, the busy Aerial, Land, Online and Maritime “Silk Roads” in Henan province are the best proofs.

More and more global high-end products, food, clothing, daily supplies, are imported from the Zhengzhou Airport Economy Zone. Zhengzhou Airport, regarded as the main force of the Aerial Silk Road’s construction, takes Zhengzhou as the center to gradually expand the international air cargo network of “connecting three continents with one point; linking Europe and America with one line”. On March 2, at the Container Distribution Center in Zhengzhou, the Zhengzhou-Europe International Block Train, named “Cainiao”, set off to Europe with a large number of electronic products, clothing, accessories and other products. The China Railway Express between Europe and Zhengzhou has travelled 126 cities in 24 countries with more than 70% of the goods introduced from other provinces of China, and foreign countries and regions such as Japan and South Korea.

吃的、穿的、用的，从郑州空港入境的全球高端产品越来越多。作为“空中丝绸之路”建设的主力军，以郑州为中心、“一点连三洲，一线串欧美”的航空国际货运网络已逐步形成。3月2日，中欧班列（郑州）首条跨境电商专线“菜鸟号”从郑州铁路集装箱中心站发车，一大批电子产品、服装服饰、小饰品等商品踏上了奔赴欧洲的旅途。已覆盖24个国家126个城市的中欧班列（郑州），超过七成的货物来自全国其他省份以及日本、韩国等国家和地区。

Henan province, with the disadvantage in geographical location, has been short of fast export channels for a long time. Since the approval of the Zhengzhou Airport Economy Zone construction, Henan has enjoyed similar development advantages with the coastal and border areas.

不沿海、不沿边、不沿江，一直缺少快捷对外通道的河南，获批建设郑州航空港经济综合实验区后，无疑拥有了与沿海、沿边近似的发展优势。

 

Henan Civil Aviation Development & Investment Co., Ltd has successfully purchased 35% of stock rights from the Cargolux Airlines International; Henan Airport Group, together with 7 domestic and foreign logistics integration companies, established the first Global Alliance for Logistics Data Standards; The Central Plains Silk Road Fund was set up to provide key support for aircraft leasing, aircraft maintenance base and joint-venture cargo airline...All the measures of reforming and innovating are taken for the demands of industrial development, opening up more extensively from the aspects of industrial pattern to ideology.

大手笔收购卢森堡货航35%的股权，年轻的河南航投与业内“大佬”牵手；河南机场集团联合7家境内外物流集成公司成立国内首个国际物流数据标准联盟；中原丝路基金成立，对飞机租赁、飞机维修基地、合资货航等项目建设开展重点支持……一切改革创新都是为了产业发展需要，也进一步从产业格局到思想观念引领河南开放更加深入。

 

In addition, Henan province has implemented the negative list system for market management and foreign investment, and established a protection mechanism for the rights and interests of foreign investors. These measures are not only attracting domestic and overseas capital into Henan province, but also drawing talented persons from all fields to the Central Plains.

Building platform for new breakthrough

On February 21, the Zhengzhou Customs announced the news on the approval of the construction of customs in Pingdingshan, Kaifeng, Zhumadian and Jiyuan. So far, all municipalities directly under the Henan government have customs, operating 3 comprehensive bonded zones and 3 bonded logistics centers, with a number of bonded warehouses and export supervision warehouses distributed provincially. Besides, Henan has 3 first-class ports and 9 functional ports.

2月21日，郑州海关发布消息，平顶山、开封、驻马店、济源海关获批建设。至此，全省所有省辖市均有海关，运行综保区3个、保税物流中心3个，全省各区域分布着多个保税仓库及出口监管仓库。此外，全省一类口岸达到3个，功能性口岸达到9个。

 

In 2018, the total import and export value of Henan province reached 551.27 billion yuan, of which the total import and export value of Zhengzhou Xinzheng Comprehensive Bonded Zone reached 341.54 billion yuan, achieving a successive growth for seven consecutive years, accounting for 62% of the total import and export value of the province. As for the ports, in the first 11 months of 2018, the ports for meat in Henan province imported 33.1 thousand tons of meats worth 107 million dollars, an increase of 25.2% and 66.8% year-on-year respectively; The import and export value of mails reached 50.51 million pieces, increasing by 65.6% year-on-year.

2018年，河南省全年进出口总值5512.7亿元，其中郑州新郑综合保税区进出口总值3415.4亿元，实现七连增，占全省进出口总值的62%。口岸方面，2018年前11个月，全省肉类口岸完成进口3.31万吨、货值1.07亿美元，同比分别增长25.2%和66.8%；进出口邮件5051万件，同比增长65.6%。

    

Guided by the opening-up policy, Henan has prepared well for strategies of “bringing in and going out” in a high-level and laid a solid foundation for accelerating the construction of an open highland, in the conditions of multiple national opening-up strategies, multi-level and multi-regional distributed special customs supervision areas, the complete port system, as well as the development zones for industrial transfers.
