President Xi Jinping has high expectations for Henan’s participation in the construction of the “Belt and Road”:

In May 2014, President Xi Jinping, also general secretary of the Communist Party of China (CPC) Central Committee and chairman of the Central Military Commission, when inspecting Henan province, proposed his expectations for Henan to make more contributions to the construction of the Silk Road Economic Belt through speeding up the construction of the logistics hub connecting China and abroad, extending to the east, middle and west domestically.

2014年5月，总书记视察指导河南工作时指出，希望河南建成连通境内外、辐射东中西的物流通道枢纽，为丝绸之路经济带建设多作贡献；

 

In June 2017, President Xi Jinping and Prime Minister Bettel of Luxembourg reached an important consensus to support the construction of the “Aerial Silk Road” from Zhengzhou to Luxembourg.

2017年6月，习近平主席在会见卢森堡首相贝泰尔时明确提出，支持建设郑州—卢森堡“空中丝绸之路”；

 

In March 2019, President Xi Jinping highly praised the contributions of Henan in the opening-up and development in recent years at the panel meeting of Henan delegation to the Second Session of the 13th National People’s Congress.

2019年3月，总书记参加十三届全国人大二次会议河南代表团审议时，肯定了河南近些年在开放发展上所做的工作。

 

The care and love from the people’s leader, President Xi, has greatly inspired the Central Pains people with a population of 100 million.

人民领袖的关怀厚爱，令1亿中原儿女深受鼓舞、倍感振奋。

 

With the connecting of the Aerial, Land, Online and Maritime “Silk Roads”, the smart phone shipment has accounted for 1/7 of the global market; the bus manufactured by Zhengzhou Yutong Bus Co., Ltd and the tunnel shield by China Railway Engineering Equipment Group Co., Ltd are playing important roles in the global high-end equipment manufacturing market; and the cotton, wheat, corn and other agricultural products are exported globally along the “Belt and Road” route. The opening-up measures makes Henan province becomes more brilliant.

打通“空陆网海”四条“丝绸之路”，智能手机出货量占全球市场的1/7，宇通客车、中铁盾构在全球高端装备制造市场话语权不断提升，棉花、小麦、玉米等农产品沿“一带一路”走向世界，开放的河南越来越出彩。

 

Reviewing Henan’s opening-up, Wang Guosheng, secretary of Henan Provincial Party Committee, said with strong feelings that in recent years, Henan has positively implemented the opening-up policy proposed by general secretary Xi Jinping. Accelerating the pace of opening-up and actively integrating into the “Belt and Road” construction, Henan has more closely connected and more frequently exchanged with the world.

Henan is not only the starting point of the ancient Silk Road in the East, but also one of the regions with great development potential and influence in modern China. Owing to its rich history, profound culture, geographical advantage, and development foundation , Henan is facing with more opportunities to become a pioneer in the field of opening-up and become a main force of constructing the “Belt and Road”.

河南是古丝绸之路的东方起点，又是当今中国极具发展潜力和影响力的区域之一，无论是历史渊源、文化积淀，还是区位条件、发展基础，都有条件走向开放前沿，成为参与“一带一路”建设的重要枢纽节点省份。

 

“Henan in the new era is the epitome of success of China’s reform and opening-up,” said Wang Yi, state councilor and foreign minister of China, at the global promotion meeting hosted by the Ministry of Foreign Affairs to introduce Chinese provinces last year.

去年外交部举办的河南全球推介活动上，国务委员兼外交部长王毅曾盛赞：“新时代的河南，是中国改革开放的成功缩影。”

 

The minister of Sustainable Development and Basic Industry of Luxembourg, who has visited Henan for five times, exclaimed that, “I am deeply impressed by the good momentum of Henan’s opening-up to the world.”

曾5次到访河南的卢森堡可持续发展与基础产业部部长惊呼：“河南对外开放的良好态势令我印象深刻。”

 

All of these have proved the foresight of the top-level design of Henan province integrating into the development of the “Belt and Road”.  

这都印证了河南融入“一带一路”顶层设计的高屋建瓴。

 

On March 28, 2015, the National Development and Reform Commission, the Ministry of Foreign Affairs and the Ministry of Commerce jointly issued the Vision and Action for Jointly Building the Silk Road Economic Belt and the 21st Century Maritime Silk Road, which positioned Henan province as an “inland open economy” and led the province to a key action to participate in the “Belt and Road” construction.

2015年3月28日，国家发展改革委、外交部、商务部联合发布了《推动共建丝绸之路经济带和21世纪海上丝绸之路的愿景与行动》，“打造内陆开放型经济高地”的定位，让河南找到了参与“一带一路”建设的着力点。

 

In October 2015, the Henan Provincial Party Committee and the Provincial People’s Government issued the Implementation Plan of Henan Province’s Participation in the “Belt and Road” Construction. The plan of “To construct a comprehensive transportation hub, trade and logistics center and regional interactive cooperation platform with global influence along the ‘Belt and road’ route,” points out the goal and task of Henan in the “Belt and Road” construction.

2015年10月，河南省委、省政府印发《河南省参与“一带一路”建设实施方案》，“成为‘一带一路’具有国际影响力的综合交通枢纽、商贸物流中心、区域互动合作平台”，指明了河南参与“一带一路”建设的目标任务。

 

In September 2017, Henan Provincial People’s Government issued the Special Plan for the Construction of the “Aerial Silk Road” between Zhengzhou-Luxembourg (2017-2025) and the Work Plan for Promoting the Construction of “Aerial Silk Road” between Zhengzhou-Luxembourg, which made clear the starting point for Henan to participate in the “Belt and Road” construction.

2017年9月，河南省政府印发《郑州—卢森堡“空中丝绸之路”建设专项规划(2017—2025年)》《推进郑州—卢森堡“空中丝绸之路”建设工作方案》，明晰了河南参与“一带一路”建设的突破口。

 

Infrastructure, industrial cooperation, people’s livelihood development, park construction, etc... In recent years, with inclusive opening-up policy, Henan has made great progress and achievements in various fields in terms of all-round and high-level opening-up promotion. It has shown a brilliant style of the hinterland in the Central Plains to participate in the “Belt and Road” construction.

基础设施、产业合作、民生发展、园区建设……近年来，河南迈着开放包容的脚步，推动全方位高水平开放，在各个领域全面开花，硕果累累，生动地向外界展示中原腹地参与“一带一路”建设的高质量版本。

From focusing on advantages to building a platform -- the carrier of Henan’s opening-up is getting stronger and stronger

The Silk Road was “a land flowing with milk and honey” where world goods were distributed and exchanged. Making full use of its geographical advantages as the “China’s traffic crossroads”, improving its functions as a transportation and logistics hub and transforming its geographical advantages into the advantages of opening-up development, Henan has explored a new path for the development of the inland open economy.

丝绸之路是“流淌着牛奶与蜂蜜的地方”，世界商品在这里集散分拨、相互交换。河南充分发挥“中国交通十字路口”的区位优势，提升交通物流枢纽功能，变区位优势为开放优势、发展优势，走出了一条内陆地区开放型经济发展的新路子。

 

The “Aerial Silk Road” between Zhengzhou-Luxembourg leads the “four-road coordination”, produces the “multiplier effect”, and forms a new advantage for Henan to develop the international multimodal transport.

郑州—卢森堡“空中丝绸之路”引领“四路协同”，释放出“乘数效应”，形成河南发展国际多式联运的新优势。

 

The “four-road coordination” connects the whole world. The passenger and cargo scale of Zhengzhou Xinzheng International Airport remains the “double first” in the Central China, which widens the “Aerial Silk Road”; the high frequency of the full-load China Railway Express between Europe and Zhengzhou has been realized at the Zhengzhou Container Distribution Center, which speeds up the “Land Silk Road”; the “1210” customs surveillance mode was first put forward in China, making the “Online Silk Road” more and more convenient; the Port of Huangdao, Lianyungang, Tianjin and Zhoushan...There are more than 150 sea-rail intermodal trains from Zhengzhou all year round, making the “Maritime Silk Road” more and more smooth.

“四路协同”，实现“联世界”。郑州机场，客货运吞吐量跃居中部地区“双第一”，“空中丝绸之路”越飞越广；郑州铁路集装箱中心站，中欧班列（郑州）高频次满载往返，“陆上丝绸之路”越跑越快；河南保税物流中心，全国独创“1210”监管模式等销售模式，“网上丝绸之路”越来越便捷；黄岛港、连云港、天津港、舟山港……来自郑州的海铁联运班列全年超过150班，“海上丝绸之路”越来越顺畅。

 

Hub drives logistics, logistics attracts industry, and industry shapes city...Henan has become the province with the largest number of designated ports and the most complete functions in inland region. 129 world top 500 enterprises have invested in Henan province. Zhengzhou is listed in the “World Top 100 Cities” for the first time. The hinterland in the Central Plains is playing an increasingly supportive role in the “Belt and Road” construction.

枢纽带动物流，物流吸引产业，产业塑造城市……河南成为内陆地区指定口岸数量最多、功能最全的省份，在豫投资的世界500强企业达到129家，郑州首次进入“世界城市100强”，中原腹地对“一带一路”建设的支撑作用不断增强。

The high-lightened characters “洛阳” (Luoyang) on the Silk Road Map of the Tang Dynasty displayed in Xinjiang and Qinghai museums are very eye-catching. If you follow this map to unfold the picture of Chinese civilization for over 5,000 years, you may enjoy over 3000 years’ brilliant history of Henan province.

在新疆、青海等地博物馆里陈列的《唐代丝绸之路示意图》，加重标注的“洛阳”十分醒目。顺着这幅地图展开5000多年的中华文明史画卷，你会发现河南有3000多年都居于历史舞台的中心，熠熠生辉。

 

During the Eastern Han Dynasty (25-220 AD) in Luoyang, when Ban Chao, a diplomat, set off to the western regions and reopened the Silk Road, he left deep roots in cultural inheritance and folk customs between Henan province and the countries and regions along the “Belt and Road” route.

东汉洛阳，当外交家班超出使西域，重开丝绸之路时，留下了河南与“一带一路”沿线国家和地区在文化传承、民俗习惯等方面的深厚渊源。

 

Today, Henan has accelerated its pace of integration into the world, opening a new chapter in cultural exchanges and business cooperation between Henan and the countries and regions along the “Belt and Road” route.

今日河南，拨快了融入世界的指针，开启了河南与“一带一路”沿线国家和地区在文化交流、商务合作等领域的崭新篇章。

 

The Xitic Heavy Industries Co., Ltd and Zhengzhou Yutong Bus Co., Ltd have made substantial progress in their overseas cooperation projects, and the Kyrgyzstan Asian Star Industrial Park invested by Henan Guiyou Industrial Group Co., Ltd in Shangqiu has been identified as a state-level overseas economic and trade cooperation zone; and Foxconn’s exports ranked the first place among the country’s foreign trade enterprises, while Rebecca’s exports of hair products accounted for 70% of the country...Henan is getting more “global”.

中信重工、宇通客车等企业海外合作项目取得实质性进展，商丘贵友吉尔吉斯斯坦亚洲之星产业园被确定为国家级境外经贸合作区；富士康出口居全国外贸企业首位，瑞贝卡发制品出口占全国的70%……河南的“全球味”越来越浓。

 

Henan has explored a new path with the pioneering spirit of the Silk Road, and carried out comprehensive cooperation with the countries along the “Belt and Road” in the fields of science and technology, education, health, culture, tourism and archaeology. For three consecutive years, Henan has ranked top in terms of the “Belt and Road” participation rate released by the National Information Center.

河南用丝绸之路开放开拓的精神去走新路，与“一带一路”沿线国家科技、教育、卫生、文化、旅游、考古合作全面开展，连续3年位居国家信息中心发布的“一带一路”省区市参与度排名前列。

 

The ancient Silk Road is full of vitality; and the “Belt and Road” enlightens a bright future.

古丝绸之路，焕发生机；“一带一路”，前景光明。
