All for Better Life! The 5th China Public-Private Partnerships Development (Financing) Forum Inaugurated at Zhengzhou

 

10月29日上午，2019第五届中国PPP发展（融资）论坛在郑州开幕。本届论坛将持续两天，以“共建、共治、共享——一切都为了美好生活”为主题，设置领导致辞、主旨演讲、圆桌论坛、项目推介、夜话等内容。财政部党组成员、副部长邹加怡，全国工商联党组副书记、专职副主席樊友山，河南省委常委、常务副省长黄强分别作开幕式致辞。

On the morning of October 29, the 5th China Public-Private Partnerships Development (Financing) Forum (hereinafter referred to as the 5th forum) opened in Zhengzhou. Themed with “Collaboration, Participation and Common Interests - All for Better Life”, the two-day forum consists various sessions including leader’s address, keynote speech, roundtable forum, project promotion, evening talks, etc. Among those sessions, the leader’s addresses were individually from Zou Jiayi, member of the leading Party group and vice-minister of the Ministry of Finance, Fan Youshan, deputy secretary of the leading Party group and full-time vice-chairman of the All-China Federation of Industry and Commerce, and Huangqiang, member of the Standing Committee of CPC Henan Provincial Committee and executive vice governor of Henan Provincial People’s Government.

 

本届论坛设置了“一带一路”、财政承受能力、中部地区崛起、助力民企高质量发展、项目采购、开发性PPP、助力生态环境治理、乡村振兴和脱贫攻坚、PPP立法、风险管理、物有所值、合同管理、养老产业发展、绩效管理、新基础设施、资产流动性—再融资、项目融资、资金统筹模式等18个圆桌论坛，130余位中外专家参加观点分享。

18 roundtable forums were organized including the subject of “Belt and Road”, financial capacity, the rising of Central China, high-quality development of private enterprises, project purchasing, developmental PPP, ecological environmental management, rural revitalization and poverty alleviation, PPP legislation, risk management, value for money, contract management, pension industry, performance management, new infrastructure, asset liquidity - refinancing, project financing, and capital pooling, etc. Over 130 experts at home and abroad exchanged their ideas in these 18 forums.

 

河南省在论坛期间举办PPP项目专场推介会，推介项目106个、投资额2235亿元。论坛还为63家机构设置了专门展区。同时，上海财经大学、中央财经大学将分别举办边会，发布2018年中国PPP市场透明度报告和PPP术语手册。

In addition, a special promotion conference was held on PPP projects during the 5th forum, introducing and promoting 106 projects with a total investment of 223.5 billion yuan. Besides, the 5th forum also set up the special display sections for 63 institutions. At the same time, 2018 PPP Market Transparency Report and PPP Terminology Manual will be published at the meetings held by Shanghai University of Finance and Economics and Central University of Finance and Economics respectively.

 

本届论坛由财政部、中华全国工商业联合会、河南省人民政府指导，财政部政府和社会资本合作中心主办，河南省财政厅、郑州市人民政府、全国工商联城市基础设施商会和环境商会共同承办。据统计，来自中央部委、地方政府、社会资本、金融机构、中介机构、国际机构等约1500名代表参加了论坛开幕式。（政务记者张磊 王怡潇 编译赵汉青 审校焦丹）

Under the guidance of the Ministry of Finance, All-China Federation of Industry and Commerce, and Henan Provincial People’s Government, the 5th forum is organized by the Center for Government and Social Capital Cooperation of the Ministry of Finance, and co-sponsored by Henan Provincial Department of Finance, Zhengzhou Municipal People’s Government, Chamber of Urban Infrastructure of the All-China Federation of Industry and Commerce, and China Environment Service Industry Association. It is reported that around 1, 500 representatives, who are from the central ministries and commissions, local governments, social capitals, financial institutions, intermediaries and international institutions, were present at the opening ceremony.
