河南自贸试验区3周年“成绩单”公布 “郑洛开”三大开放热土发生了什么

April 1, 2020 witnessed the 3rd anniversary of the foundation of the China (Henan) Pilot Free Trade Zone, and what has been achieved in this “experiment field” over the past three years?

2020年4月1日，河南自贸试验区迎来3周岁生日，这片改革的“试验田”成就如何？

On this special day, Zhengzhou, Luoyang and Kaifeng, three areas of the China (Henan) Pilot Free Trade Zone, published their achievements respectively.

郑州、洛阳、开封三个片区，分别公布了亮眼成绩单。

The number of newly-registered enterprises in Zhengzhou area is at the forefront among all pilot free trade zones in China.

据悉，郑州片区新注册企业数位居全国自贸区前列。

By the end of December 2019, the newly-registered enterprises in Zhengzhou area stood at 55,671 with a total capital of 658.12 billion yuan, nearly 3 times that before the foundation of the pilot free trade zone, and nearly 80 enterprises were newly registered per day on average.

截至2019年12月底，自贸区郑州片区新注册企业55671户，新注册资本总额为6581.2亿元人民币，是自贸试验区成立前的近3倍，日均新注册企业近80家。

The newly-registered foreign-invested enterprises reached 356, accounting for about half of the city’s total. The number of newly-registered enterprises in Zhengzhou area was at the forefront among 56 parts of 18 pilot free trade zones in China.

累计新注册外资企业356家，约占全市的一半。新注册企业数在全国18个自贸试验区56个片区居于前列。

Luoyang area also released its three-year achievements featured by “10 sets of data, 10 firsts in the province, 10 innovation cases, 10 reform measures and 10 pioneering works.”

洛阳片区也晒出了“三周岁”成绩单，通过“10组数据、10个全省第一、10佳创新案例、10项改革、10项创举”等5个方面，可谓成绩瞩目。

It is reported that Luoyang area, among the three areas of the pilot free trade zone, is the first to set up FTZ court, exercise provincial authority, promote the policy of “separation between operating permits and business licenses”, build agricultural demonstration zones overseas, realize full coverage of the supervision model of “randomly selecting inspection objects, randomly dispatching law-enforcement inspectors and making the results public in time”, make the spatial planning come true, implement “Single Window” for international trade, put the informatization platform into use, abandon school permits for arts and education, and the first to seek to cancel permits for construction land planning.

记者获悉，洛阳片区是第一个设置自贸法庭、第一个行使省级权限、第一个推进“证照分离”、第一个境外农业综合示范区、第一个推进“双随机一公开”全覆盖、第一个空间规划落地、第一个国际贸易“单一窗口”、第一个信息化平台投用、第一个取消艺术及教育办学许可、第一个探索取消办理建设用地规划许可证的片区。

The pilot tasks for reform and innovation of Kaifeng area were completed and over 100 institutional innovation achievements were formed, creating many “firsts”.

据悉，开封片区承接的改革创新试点任务全面完成，并探索形成了100多项制度创新成果，开创了诸多第一。

Over the past 3 years, the reform of “One Permit for Twenty-two Items” becomes a “brand” of the national reform to streamline administration, delegates power to the lower levels and improves regulation and services; the policy of “One Code for Various Services” was included into the third batch of “best-practice cases” and promoted nationwide; many experiences like commitment system of enterprise investment projects have been spread across the country by the State Council Inter-Ministerial Joint Meeting System for the Work of Pilot Free Trade Zones and the State Council Coordination Group for Promoting Government Function Transformation; the service modes including “Network Access Qualifications of E-port Enterprises” and “Electronic Consolidated Taxation System” have been popularized across the province. A series of innovative measures are at the forefront of the province and even the whole nation.

其中，“二十二证合一”改革领跑全国，成为全国“放管服”改革领域的亮点和品牌，“一码集成服务”入选第三批“最佳实践案例”并在全国推广，企业投资建设项目承诺制等多项经验被国务院自贸试验区工作部际联席会议、国务院推进职能转变协调小组办公室全国通报经验，“电子口岸企业入网联审优化改革”“电子汇总征税保函”服务模式等在全省复制推广，一系列创新举措走在全国、全省前列。

By the end of March 2020, 5,366 enterprises were settled in Kaifeng area, nearly 30 times that before the foundation of the pilot free trade zone, while the number of the newly-established foreign-invested enterprises was 28 times, with an annual tax increase of 100 percent.
