Central China’s  First Artwork Bonded Warehouse Starts Operation in Henan Pilot Free Trade Zone

河南自贸区国际艺术品保税仓开仓 开启艺术品进出口新通道

 

Central China’s first international artwork bonded warehouse opened its door for business in Kaifeng Area of the China (Henan) Pilot Free Trade Zone on July 29. It is not only China’s first artwork bonded warehouse specialized in artwork warehousing, exhibitions, auctions, etc., but also the second outside the specially supervised zone by the customs.

7月29日，河南自贸区国际艺术品保税仓在河南自贸试验区开封片区正式开仓。据了解，这是目前中原地区第一座艺术品保税仓，全国第一座集艺术品仓储、保税展示、拍卖交易等功能为一体的艺术品保税仓，同时也是全国第二个在海关特殊监管区域外的艺术品保税仓。

At present, the bonded warehouse has four major operating areas including exhibitions, warehousing, purchasing, and auctions, with the functions of  holding various international and domestic art exhibitions and cultural exchange activities, as well as the promotion and sales of artworks. Relying on the warehouse, such businesses like artwork evaluation, appraisal and restoration, art finance and artist exchange can be carried out.

目前，仓内设有展览展示区、保税仓储区、国际商品展销区、多功能拍卖区四大功能区，具有定期举办各类国际国内艺术品展览及文化交流活动，艺术品的推广与展销等功能。依托艺术品保税仓，可拓展艺术品鉴定、估值、修复、艺术品金融、艺术家交流等业务。

What is the advantage of the new artwork bonded warehouse? Its advantage is mainly characterized by “two saves”: save money and save time. In the bonded warehouse, the artworks can be traded for many times among different buyers without any taxes, including transaction taxes. Customs duty and value-added tax account for one fifth of the product price, so it can save a lot of money for valuable artworks.

这种新型艺术品保税仓库模式有啥优势？记者从开封片区获悉，其优势主要是“两省”：省钱、省事。文物艺术品入仓保税，在仓内展示和交易后，只要不出仓，即使多次交易、藏品多次易主，也无须缴税，实际上也免了交易环节税。在实际操作过程中，关税、增值税两项税目的总额约占藏品总价值的五分之一，对于价值不菲的藏品，能省下一笔“大钱”。 

Besides, without leaving the warehouse, the artworks can be exhibited and auctioned, with other services like registration, appraisal, art bank, insurance, export and import trade, etc. Buyers can enjoy all-round service in Henan, which will not only avoid the trouble of handling the customs supervision procedures, but also greatly reduce the risk of damaging the items.

此外，藏品不出仓即可实现保税展示、拍卖交易等功能，而且还配套了文物登记鉴定、艺术银行、保险、外贸进出口综合服务等相关服务功能，藏家足不出户就能享受藏品全链条服务，既避免了办理出入仓海关监管手续和藏品反复收装、拆装、搬运的麻烦，同时也大大降低了藏品损伤等风险。

According to the Kaifeng Area, “There is no specially supervised zone by the customs in Kaifeng, so its opening marks a major breakthrough and a significant step to enhance Kaifeng’s opening-up. At the same time, it is also the important implementation to give full play to its role as a free trade zone for cultural tourism.”

开封片区相关负责人表示：“开封长期没有海关特殊监管区域和场所，河南自贸区国际艺术品保税仓标志着开封市在开放平台上的重大突破，有利于开封补齐对外开放短板。同时也是落实开封片区文旅型自贸片区功能定位的重要举措。”

 

In addition, the artwork bonded warehouse has established a significant platform for the international development of cultural industry in Kaifeng Area. On the one hand, it helps Kaifeng Area to seek all-round innovations in art trading and promote institutional innovation and integrated development; one the other hand, it also helps Kaifeng Area to open up a channel for “domestic artworks to go global and vice versa” and gradually build it into an international artwork trading center with the functions of exhibitions, warehousing, transactions, logistics, guarantee, lease, tax, finance, etc.

另外，新型艺术品保税仓为开封片区搭建了文化产业国际化发展的重要平台。一方面，为开封片区探索艺术品交易领域各项创新，促进制度创新与产业融合发展提供了必要的创新载体；另一方面，有利于开封片区构建“国内艺术品走出去，境外艺术品走进来”通道，逐步打造集艺术品保税展示、仓储、交易、物流、担保、租赁、税收、金融等全产业链的国际艺术品交易中心。

 

It is reported that this artwork bonded warehouse was approved on September 20, 2019, and accepted by Zhengzhou Customs on July 9, 2020.
