Henan's "Single Window" Customs Declaration Exceeds 150 Million Orders in 2020

去年河南“单一窗口”跨境电商出口申报量同比翻番
A total of 150.57 million cross-border e-commerce orders worth 12.7 billion yuan were completed through the "Single Window" platform of Central China's Henan province in 2020, with each increasing by 103 percent and 77 percent year-on-year, exceeding 150 million orders for the first time, according to the official statistics released on January 6. Among them, 88.08 million orders worth 3.6 billion yuan were contributed by enterprises with a year-on-year increase of 247 percent and 245 percent respectively.
1月6日，河南“单一窗口”跨境电商业务成绩单出炉，根据电子平台数据显示，2020年全年“单一窗口”跨境电商进出口累计申报15057万单、货值127亿元，同比分别增长103%、77%，业务量首次突破1.5亿单大关。2020年，跨境电商出口增长明显，企业完成申报8808万单、货值36亿元，同比分别增长247%、245%。
Cross-border e-commerce played a significant role in ensuring stable foreign trade despite the global COVID-19 pandemic and sluggish traditional trade in 2020. With the enhanced "Single Window" system, Henan's cross-border e-commerce ran smoothly last year.
在新冠肺炎疫情蔓延，传统贸易遭受巨大冲击的背景下，跨境电商产业更成为我省稳外贸的重要抓手。河南“单一窗口”不断提升服务水平，助力河南跨境电商产业在2020年实现逆势飘红。
According to Henan E-port Co., Ltd., to improve its industrial supporting capacity and boost the quality and efficiency of the cross-border e-commerce businesses, Henan's "Single Window" platform carried out 24-hour online service from Monday to Sunday, gave full play to the advantages of declaration applications accessed via one website and processed by zero-touch service, comprehensively upgraded such key services as finance, insurance and big data analysis, provided safe, stable and efficient customs clearance services for enterprises, actively supported enterprises to resume work and production as soon as possible, assisted Zhengzhou Airport's chartered cargo flights to fly normally, China-Europe freight trains (Zhengzhou) to run regularly and postal ports to realize "three customs integration", and gave full play to the strengths of coordination between the "Four Silk Roads" in opening-up. Besides, to further optimize the customs clearance supervision process of cross-border e-commerce, Henan's "Single Window" platform integrated and unified the supervisory port of the customs clearance systems for cross-border e-commerce goods across the province, creating a platform for the healthy and rapid development of cross-border e-commerce businesses at a higher level. In addition, Henan's "Single Window" platform updated its hardware and software facilities in a comprehensive manner to make it in line with the state's E-port system, and expanded its data transmission channels from 10 to 15 with a peak processing capacity of 1,000 orders per second and a daily processing capacity of more than 30 million orders per day, ranking the forefront of the E-ports across China.
据河南电子口岸公司相关负责人介绍，为了提升产业服务支撑能力，促进跨境电商产业提质增效，河南“单一窗口”坚持7×24小时在线服务，充分发挥各类政务通关业务“零接触”“一网通办”的服务优势，全面提升金融、保险、大数据分析等特色服务功能，保障企业安全、稳定、高效通关，积极支持企业尽快复工复产，助力郑州机场货运包机不断航，中欧班列及早常态化运行，邮政口岸实现“三关合一”，持续发挥“四路协同”开放通道优势。同时，进一步优化跨境电商通关监管流程，河南“单一窗口”实现了全省跨境电商通关系统监管端的融合统一，为跨境电商产业在更高水平上健康快速发展打造了良好平台。另外，河南“单一窗口”软硬件设施进行了全面升级改造，积极对接中国电子口岸，将数据传输通道由10条扩充至15条，系统峰值处理能力达1000单/秒，单日稳定处理能力3000万单以上，位居全国电子口岸前列。
So far, Henan's "Single Window" platform has included the whole customs clearance process and become the main customs clearance platform for foreign trade enterprises across the province, especially making great contributions to the new business forms of cross-border e-commerce, to assist Zhengzhou Airport Economy Zone to become a base for cross-border e-commerce development with strong competitiveness and influence in China. Such leading enterprises as Cainiao, JD and Vip have also been attracted to continuously expand their production in Henan. Next, Henan E-port Co., Ltd., will continue to take the advantages of the "Single Window" platform to innovate its services and develop competitive and high-quality cross-border e-commerce to further drive Henan's opening-up and foster the new "dual circulation" development pattern (in which the domestic market is the mainstay and the domestic and foreign markets complement each other).
目前，河南“单一窗口”平台功能已覆盖口岸大通关全流程，成为我省外贸企业通关的主平台，尤其在服务跨境电商新业态方面作出了突出的贡献，吸引了菜鸟、唯品会、京东等龙头企业在我省持续扩大产能布局，助力航空港区成为国内具有较强竞争力和影响力的跨境电商发展基地。下一步，河南电子口岸公司将继续依托河南“单一窗口”，开展服务创新，推进功能在国际贸易产业链上前伸和后移，助力跨境电商产业形成竞相发展、高质量发展的格局，进一步扩大我省对外开放，助力构建“双循环”新发展格局。（中文来源/河南日报 翻译/赵汉青 审校/李文竞）
