The delegation from Henan province submitted a total of 44 bills and 613 suggestions to the fourth session of the 13th National People's Congress (NPC), according to the press conference held by the Henan delegation on the afternoon of March 9.
3月9日下午，记者从十三届全国人大四次会议河南代表团代表议案建议提交情况新闻发布会上获悉，到大会提交议案建议截止时，河南代表团共提交议案44件、建议613件，已全部送交大会秘书处议案组。
The bills and suggestions submitted by the delegation include the following topics: 198 ones on implementing the new development paradigm and promoting sustained and sound economic and social development, accounting for 30.1 percent of the total; 146 on comprehensively pushing forward rural vitalization and accelerating the modernization of agriculture and rural areas, for 22.2 percent; 183 on factually improve people's well-being and ensure their quality of life, for 27.9 percent; 130 concerning the revision of laws and legislation, ecological conservation, construction of public health system and protection of intangible cultural heritage, for 19.8 percent.
今年的议案建议内容有以下几个方面：一是贯彻新发展理念，促进经济社会持续健康发展的198件，占30.1%；二是全面推进乡村振兴，加快农业农村现代化进程的146件，占22.2%；三是切实增强民生福祉，保障人民群众高质量生活的183件，占27.9%；四是涉及修法立法、生态环境保护、公共卫生体系建设、非物质文化遗产保护等方面的130件，占19.8%。

Centering around full implementation of the new development paradigm, comprehensive promotion of rural vitalization, consolidation of the achievements in poverty alleviation, promotion of the rise of Central China, ecological protection and high quality development of the Yellow River basin, some include the Suggestion on Continuing to Implement the Relocation Project of Residents Near the Yellow River in Henan During the 14th Five-year Plan Period by Sun Yunfeng, the Bill on Setting up Memorial Day for China's Victory in Fighting Poverty by Shi Bingrui, etc. The others concern the 14th Five-year Plan, high quality development, deepening reform and innovation, ecological environment construction and wildlife protection, such as the Suggestion on Disposal of Rural Domestic Sewage and Elimination of Obstacles in Rural living Environment Improvement by Pang Guoming, the Suggestion on Institutionalizing and Legalizing Business Environment Optimization, etc.
议案建议选题准、站位高、涉及面广。围绕全面贯彻新发展理念、全面推进乡村振兴、巩固脱贫攻坚成果、促进中部地区崛起、黄河流域生态保护和高质量发展等方面，如孙运锋代表提交的“关于在‘十四五’期间继续实施河南黄河滩区居民迁建工程的建议”，史秉锐等代表提交的“关于设立脱贫攻坚胜利纪念日的议案”等；围绕开启“十四五”新征程、着力提升发展质效、深化改革创新、生态环境建设、野生动物保护等方面，如庞国明代表提交的“关于加强农村生活污水治理加快补齐农村人居环境突出短板的建议”，姜明代表提交的“关于推进优化营商环境制度化、法治化的建议”等。
