Why Henan's Growth Rate of Foreign Trade Ranks 1st Nationwide in Jan-Feb

前俩月河南省进出口增速缘何全国第一

In January and February, Henan's total import and export value grew by 125.4 percent year-on-year to 133.78 billion yuan, 93.2 percentage points higher than the national average, ranking first in China in terms of growth rate, data from the Zhengzhou Customs showed.

郑州海关日前发布相关数据：今年前两个月，我省外贸进出口总值1337.8亿元，较去年同期增长125.4%，高于全国整体增速93.2个百分点，进出口增速居全国第一。

Despite the global COVID-19 pandemic, Henan's foreign trade still ran smoothly and fruitfully in 2020. On March 17, we visited the Department of Commerce of Henan Province and related enterprises to explore the reasons behind it.

在新冠肺炎疫情依然影响全球市场需求大背景下，我省进出口缘何能创出佳绩？3月17日，记者走访河南省商务厅及相关企业，为大家探究成绩背后的原因。

According to the data provided by the Department of Commerce of Henan Province, the growth rate of import and export in January and February was much higher than expected, due to such factors as the driving force of leading enterprises, the rapid growth of new business forms and the recovery of production and consumption of major trading partners.

从省商务厅提供的数据和分析看，今年前两个月外贸进出口增速远超预期，主要因素包括龙头企业拉动、新业态增长迅猛以及主要贸易伙伴生产消费回升等多个因素。

In January and February, total exports of mobile phones and imports of its components continued to surge. The import and export values of mobile phones, integrated circuits and audio and video parts accounted for 58.1 percent of the total. Meanwhile, total imports and exports through bonded logistics totaled 3.58 billion yuan, up 110.2 percent year-on-year.

今年前两个月，手机出口及其零部件进口均保持猛增势头。从数据看，仅手机、集成电路和音视频零件等3项商品进出口值就占全省进出口总值的58.1%；同时，以保税物流方式进出口35.8亿元，较去年同期增长110.2%。

In addition, Henan's total trading value with the United States, ASEAN, the European Union, South Korea and other major trade partners achieved a substantial increase, which is consistent with the survey report provided by the Department of Commerce of Henan Province, suggesting that many enterprises in the province boost sufficient foreign trade orders and the global market demand is gradually recovering.

另外，我省对美国、东盟、欧盟、韩国等主要贸易伙伴进出口均实现大幅增长。这与省商务厅提供的调研报告相吻合，省内不少企业外贸订单非常充足，全球市场需求正逐步恢复。

"In fact, the achievements have been made based on our efforts to stabilize foreign trade. Since last year, we have introduced a series of inclusive policies to serve the development of the leading enterprises, not only guide enterprises to open up markets and deal with frictions, but also help them to develop new trade models and business forms," said Ma Jian, director-general of the Department of Commerce of Henan Province.

“实际上，今年的成绩是建立在我们努力稳住外贸基本盘这项工作上。从去年至今，我们一方面服务好龙头企业，又出台普惠性支持政策；既帮助指导企业开拓市场、应对摩擦，又积极发展贸易新模式、新业态。”河南省商务厅厅长马健说。

As a leading enterprise of industrial and supply chains, Foxconn is the anchor of Henan's foreign trade. In 2020, Foxconn's new equipment imported from South Korea was a key to the introduction of new products. It requires South Korean manufacturers to send skilled and experienced engineers to fully assist in installation and debugging. However, due to the COVID-19 outbreak, cross-border transportation was extremely difficult. Under the premise of epidemic prevention, the Department of Commerce of Henan Province coordinated chartered flights for engineers, so that the new products were successfully trialed and volume produced for the market.

作为产业链、供应链的龙头企业，富士康是河南外贸的“压舱石”。2020年，富士康新投入韩国进口设备是新产品导入的关键，需要韩国设备厂商派出技术过硬、经验丰富的工程师全力协助安装调试。但受新冠肺炎疫情影响，跨国交通极其困难。在保证防疫的前提下，省商务厅帮助协调安排包机接回工程师，新产品得以顺利试产及量产上市。

Moreover, the Department of Commerce of Henan Province actively  coordinated customs clearance of Yutong Group's equipment exported to Kazakhstan, export tax rebate of Chery Automobile Henan Branch, export qualification of SAIC Henan Branch, import allowance of crude oil of Fengli Petrochemical, processing trade of copper concentrate of Zhongyuan Gold, etc.

同时，省商务厅积极帮助协调宇通集团出口哈萨克斯坦设备口岸通关、奇瑞汽车河南分公司出口退税、上海汽车河南分公司出口资质、丰利石化原油进口允许量、中原黄金开展铜精矿加工贸易等事宜。

Furthermore, in March last year, the Department of Commerce of Henan Province and the Department of Finance of Henan Province jointly issued the Notice on Measures to Cope with COVID-19 Pandemic and Ensure Foreign Trade and Economic Operations, to guarantee the stable and healthy development of Henan's foreign trade and economic operations and benefit more foreign trade enterprises by offering guidance from 13 aspects, including epidemic prevention and control, industrial resumption, support for international market exploitation, policy-based export credit insurance, etc.

除了积极为龙头企业协调解决问题，去年3月份，省商务厅联合省财政厅发布了《关于积极应对新冠肺炎疫情做好外经贸工作若干措施的通知》，从指导企业做好疫情防控、复工复产，支持企业开拓国际市场、发挥政策性出口信保作用等13个方面入手，保障全省外经贸平稳健康发展，惠及更多外贸企业。

Efforts have been made to solve difficulties in medical supplies, work resumption and logistics, and to coordinate with matters related to orders, exports and policies. It was the joint effort of the government, industry and enterprises that resulted in the brilliance of Henan's foreign trade from last year to the first two months this year.

解决防疫物资、员工返岗、物流运输等实际困难；协调订单、出口、落实政策，正是政府、行业、企业形成了强大合力，才有了河南外贸去年的辉煌，也才有了今年前两个月河南外贸的亮丽成绩。

"In the next step, we will study the trend of foreign trade in 2021 and identify the potential for growth to put forward specific requirements to promote our work in a more targeted way. We will also continue to promote implementation of various policies and diversified market development in strive for greater achievements at a new starting point," Ma said.
