The Statistical Communique of Henan Province on the 2019 National Economic and Social Development released today by Henan Statistics Bureau and Survey Office of the National Bureau of Statistics in Henan shows that in 2019, Henan spent 77 percent of government funds on people’s livelihood, with an urbanization rate of 53.21 percent and an increase of urban residents. In addition, its per capita disposable income of urban and rural residents also increased, with more people willing to spend.

河南省统计局与国家统计局河南调查总队今日联合发布的2019年河南省国民经济和社会发展统计公报显示，2019年，河南77%的财政支出用于保民生，城镇化率达到53.21%，“城里人”越来越多，全省城乡居民人均可支配收入增加，出手花钱越来越“阔绰”。

The communique shows that Henan was more prosperous in 2019, with a total revenue of 618.723 billion yuan, an increase of 5.3 percent over the previous year. The general public budget revenue reached 404.160 billion yuan, up 7.3 percent year-on-year. The general public budget expenditure amounted to 1,017.626 billion yuan, up 10.4 percent year-on-year, of which 783.379 billion yuan was spent on people’s livelihood, up 9.6 percent year-on-year, accounting for 77 percent of the total general public budget expenditure. Besides, the per capita disposable income in Henan saw 23,902.68 yuan, growing by 8.8 percent over the previous year, while the per capita consumption expenditure was 16,331.79 yuan, a year-on-year increase of 7.7 percent. In terms of permanent residence, the per capita disposable income of urban residents stood at 34,200.97 yuan, up 7.3 percent year-on-year, while the per capita consumption expenditure was 21,971.57 yuan, up 4.7 percent year-on-year. The per capita disposable income of rural residents reached 15,163.75 yuan, growing by 9.6 percent year-on-year, while the per capita consumption expenditure was 11,545.99 yuan, with a year-on-year growth of 11.1 percent.

公报显示，河南2019年家底儿更厚实了，全年财政总收入6187.23亿元，比上年增长5.3%。一般公共预算收入4041.60亿元，同比增长7.3%。一般公共预算支出10176.26亿元，同比增长10.4%，其中民生支出7833.79亿元，同比增长9.6%，占一般公共预算支出的比重77.0%。全省居民人均可支配收入23902.68元，比上年增长8.8%；居民人均消费支出16331.79元，同比增长7.7%。按常住地分，城镇居民人均可支配收入34200.97元，同比增长7.3%，人均消费支出21971.57元，同比增长4.7%；农村居民人均可支配收入15163.75元，同比增长9.6%，人均消费支出11545.99元，同比增长11.1%。

The communique also points out that in 2019, Henan granted 1.685 billion yuan of subsistence allowances to 440.7-thousand urban residents while 5.754 billion yuan to 2.726-million rural residents. By the end of 2019, the total population of Henan stood at 109.52 million, of which 51.29 million were permanent urban residents, with an urbanization rate of 53.21 percent, 1.50 percentage points higher than that at the end of 2018.

公报还显示，2019年河南省发放城市居民最低生活保障金16.85亿元，共保障城市低保人员44.07万人。发放农村最低生活保障金57.54亿元，共保障农村低保人员272.60万人。截至2019年年末，全省总人口10952万人，其中城镇常住人口5129万人，常住人口城镇化率53.21%，比上年末提高1.50个百分点。（记者樊霞 翻译赵汉青 审校张玉红）
