On the morning of July 29, an info session was co-held by Henan Provincial Department of Commerce and Zhengzhou Customs to introduce the pilot zone guidelines of cross-border business-to-business (B2B) export supervision. Principals of hundreds of cross-border e-commerce enterprises and commerce authorities at both municipal and county levels across Henan Province gathered together to exchange ideas around customs declaration, customs clearance process, regulatory policies and other relevant topics.

7月29日上午，由河南省商务厅、郑州海关联合召开的河南跨境电商企业对企业出口(B2B)监管试点政策宣讲活动在郑州举行，来自全省上百家跨境电商企业和各地市商务局主管部门负责人齐聚一堂，共同就跨境电商企业如何向海关申报、通关流程、监管政策等问题进行现场解答。

According to Henan Provincial Department of Commerce, 14 provincial-level cross-border e-commerce demonstration zones and platforms for talent training & industrial incubation have been identified to promote the establishment of 183 overseas warehouses by 77 enterprises in 43 countries and regions, making Henan’s comprehensive pilot zones for cross-border e-commerce rank at the forefront in China and first in the central and western regions.

据河南省商务厅相关负责人介绍，目前认定了14个省级跨境电商示范园区和人才培训暨企业孵化平台，推动77家企业在43个国家和地区设立183个海外仓，使河南跨境电商综试区建设水平居全国前列、中西部首位。

　　

Besides, for enterprise resumption of operation and production, a cross-border e-commerce summit was held via the internet, a series of online trainings were carried out, an e-commerce live streaming platform between China and Romania was launched, chartered flights for cross-border e-commerce started operation and the construction of EWTO core function cluster was steadily accelerated in Henan from January to June this year. Since the end of last year, the State Council has approved 2 batches of comprehensive pilot zones for cross-border e-commerce (105 zones in total), among them are Luoyang and Nanyang in Henan, whose identification plays a significant role in developing cross-border e-commerce, expanding trade channels and promoting economic restructuring and upgrading.

此外，上半年积极推动企业复工复产，举办了跨境电商云峰会，开展线上系列培训，开通了中（中国）罗（罗马尼亚）E线跨境电商公益直播，推动开通跨境电商包机，不断加快E贸易核心功能集聚区建设。去年年底以来，国务院先后新批复2批跨境电商综合实验区，总数达105个，洛阳、南阳位列其中，这对河南省加快发展跨境电子商务、拓展贸易渠道、促进经济转型升级具有重要作用。

In terms of the business models of cross-border e-commerce, customs clearance of import and export retails have experienced fast growth thanks to a series of measures to stabilize foreign trade, especially the launch of the chartered flights to Europe, the United States and some Asian countries, and the increase of clearance pieces at Zhengzhou Customs because some cross-border e-commerce enterprises, especially those of small or medium sizes have to send their goods to Zhengzhou for customs clearance since the cargo capacity of other international airports like Beijing, Shanghai, Guangzhou and Shenzhen has already reached highest volume due to a large number of medical supply exports.

从跨境电商业务模式上看，海关监管的零售进出口清单增长较快，零售出口业务量逆势增长，一方面得益于稳外贸的一系列举措，特别是开通了到欧洲、美国及亚洲部分国家的包机，另一方面是近期北京、上海、广州、深圳等国际机场防疫物资出口量较大，航空运力基本饱和，部分跨境电商企业特别是中小企业货物运转至郑州出关。

　　

With regard to the contribution made by cities (and counties), the provincial cross-border e-commerce transaction volume has increased by 3 percent year-on-year. Specifically, Zhengzhou saw a growth of 10 percent to 45.8 billion yuan, which played a key role in stabilizing the provincial cross-border e-commerce development; Luoyang and Nanyang achieved a year-on-year rise of 10 percent and 5 percent respectively.
