重磅！国务院批复设立开封综合保税区
Good news for Henan! Local media reported on December 27 that Kaifeng Comprehensive Bonded Zone was approved by the State Council.
岁末之时，开放的河南再迎重大利好消息！12月27日，记者从开封市获悉，开封综合保税区日前已正式获国务院批复设立。
It ranks fifth among CBZs established in Henan, namely, Zhengzhou Xinzheng Comprehensive Bonded Zone, Nanyang Wolong Comprehensive Bonded Zone, Zhengzhou Jingkai Comprehensive Bonded Zone and Luoyang Comprehensive Bonded Zone.
这是我省继郑州新郑综合保税区、南阳卧龙综合保税区、郑州经开综合保税区、洛阳综合保税区之后的第五个综合保税区。
So far, Henan has been at the forefront of port construction and development in China's central and western regions, with 3 national category-1 ports, 5 comprehensive bonded zones, 4 bonded logistics centers, 9 functional ports and 1 main customs clearance platform for the goal of "Global Buying and Selling".
目前，河南已拥有3个国家一类口岸，5个综合保税区、4个保税物流中心、9大功能性口岸和服务“买全球、卖全球”的河南政务通关主平台，口岸建设和发展水平居中西部前列。
Covering 1.785 square kilometers, Kaifeng Comprehensive Bonded Zone will be founded in the center of Kaifeng area in China (Henan) Pilot Free Trade Zone, which enjoys unique advantages of traffic and logistics. Adjacent to Kaigang Road, Zhengzhou-Kaifeng Logistics Channel, Lianyungang-Khorgos Expressway, and Zhengzhou-Minquan Expressway, it has convenient access to Zhengzhou International Airport and Zhengzhou International Hub (within one hour's drive). Meantime, international logistics infrastructure including the special railway line for Kaifeng Comprehensive Bonded Zone will be built.
开封综合保税区规划选址位于河南自贸区开封片区中部区域，规划总面积1.785平方公里，临近开港大道、郑汴物流通道、连霍高速及郑民高速入口，距离新郑国际机场、郑州国际陆港均在1小时车程内，区位优势明显、物流交通便利，将配套建设开封国际陆港铁路专用线等国际物流设施。
The development of Kaifeng Comprehensive Bonded Zone will be centered around six key industries including processing trade, cultural industry, research & development of bonded business, modern logistics, international trade and innovative service for making itself into a core area of foreign investment and trade in Kaifeng, a support for Zhengzhou metropolitan logistics hub in East Henan, a new collection and distribution platform for foreign trade of bulk commodities in Central China and a major city for bonded business along the "Belt and Road" route.
加工贸易、文化产业、保税研发、现代物流、国际贸易、创新服务等六大产业将是该保税区建成后重点发展方向，以打造开封外资外贸发展核心区、郑州大都市区物流枢纽东部支撑、中部地区大宗外贸商品集疏新平台、国家“一带一路”倡议重要保税节点。
The establishment of Kaifeng Comprehensive Bonded Zone not only makes Kaifeng area in China (Henan) Pilot Free Trade Zone under special customs supervision, but helps to optimize the pattern of Henan's opening-up, strengthen the integrating functions of multi platforms, and boost external circulation by strengthening internal circulation.
开封综合保税区的设立，不仅填补了中国（河南）自贸试验区开封片区没有海关特殊监管区域的空白，也有利于优化我省对外开放格局，强化开放平台功能叠加，构建国内国际“双循环”发展新格局，实现更高水平开放。（中文来源/河南日报 翻译/赵汉青 审校/丁岚）
