On the morning of May 25, themed "Taking Solid Steps to Build Henan into a Major Province of Opening-up", the fifth session of the "Embarking on a New Journey with the 14th Five-Year Plan" news briefing series was held by the Information Office of the People's Government of Henan Province. Ma Jian, secretary of the Party Leadership Group of the Department of Commerce of Henan Province and the Department's director-general, briefly introduced Henan's major achievements in opening-up during the 13th Five-Year Plan period (2016-2020) as well as the measures taken to accelerate the development of Henan into a major province of opening-up during the 14th Five-Year Plan period (2021-2025), and answered questions from journalists.

5月25日上午，河南省人民政府新闻办公室举行“开局十四五 奋进新征程”系列第五场新闻发布会，发布主题为：迈出开放强省建设坚实步伐。在发布会上，河南省商务厅党组书记、厅长马健重点介绍了河南“十三五”期间对外开放取得的重大成就，以及“十四五”期间河南加快建设对外强省的重大举措，并回答记者提问。

During the period of the 13th Five-Year Plan, Henan's foreign trade maintains the 1st place in Central China

“十三五”期间河南进出口水平稳居中部第一

 

During the period of the 13th Five-Year Plan, Henan's actual absorption of foreign capital totaled 90.1 billion US dollars with actual invested funds from other provinces reaching 4.7 trillion RMB yuan, an increase of 136 percent and 157 percent compared with the figures during the 12th Five-Year Plan period respectively. Besides, Henan's total import and export value totaled 2.78 trillion RMB yuan with an increase of 157 percent compared with the figure during the 12th Five-Year Plan period, ranking 1st in Central China. Meanwhile, its outbound investment exceeded 10 billion US dollars, 1.46 times the figure during the 12th Five-Year Plan period. In 2020, Henan's actual absorption of foreign capital totaled 20.06 billion US dollars with actual invested funds from other provinces reaching 1.03273 trillion RMB yuan. The province's domestic and foreign capital has accounted for nearly one quarter of the total fixed asset investment for consecutive years. Last year, Henan's foreign trade value reached 665.48 billion yuan, ranking 10th in China and 1st in Central China.

“十三五”期间，全省累计实际吸收外资901亿美元，实际到位省外资金4.7万亿元，分别是“十二五”的1.36倍和1.57倍。累计进出口2.78万亿元，是“十二五”的1.57倍，居中部地区首位。累计对外投资超100亿美元，是“十二五”的1.46倍。2020年，全省实际吸收外资200.6亿美元，实际到位省外资金10327.3亿元，引进境内外资金连续多年占全社会固定资产投资的近四分之一；进出口6654.8亿元，居全国第十位，保持中部第一位。

Zhengzhou Airport Economy Zone has been identified as an aviation logistics hub at the national level. China (Henan) Pilot Free Trade Zone has played a significant role in opening-up, institutional innovation, promotion of advanced ideas and experience, collaboration of policies, etc. Zhengzhou-Luoyang-Xinxiang National Independent Innovation Demonstration Zone has gathered more than 50 percent of the province's innovation-leading enterprises, talents, platforms and institutions. Henan's practice in developing cross-border e-commerce comprehensive pilot zones has topped other provinces and autonomous regions in Midwest China, with another two cross-border e-commerce comprehensive pilot zones established in Luoyang and Nanyang. National Big Data (Henan) Comprehensive Pilot Zone has formed a development pattern featuring "1+18". The "Aerial Silk Road" has developed rapidly with Zhengzhou Airport's passenger and freight scale continuing to lead Central China for 4 consecutive years. The "Land Silk Road" has experienced fast growth with China-Europe freight train (Zhengzhou) maintaining its place in China's first phalanx with comprehensive operation capability. The "Online Silk Road" has facilitated global buying and selling with Henan's B2B market running smoothly under the customs supervision code "9710" and "9810". The "Maritime Silk Road" has boosted long-distance travelling with the routes and trips of Henan's rail-sea intermodal freight trains expanded and increased.

郑州航空港经济综合实验区被确定为空港型国家物流枢纽。河南自贸试验区开放引领、制度创新、复制推广、政策联动作用进一步彰显。郑洛新自主创新示范区集聚创新引领型企业、人才、平台、机构总数均占全省的50%以上。洛阳、南阳跨境电商综试区获批建设，河南跨境电商综试区建设水平稳居中西部首位。国家大数据（河南）综试区形成“1+18”大数据发展空间格局。“空中丝绸之路”越飞越广，郑州机场客货运规模连续四年位居中部地区“双第一”。“陆上丝绸之路”越跑越快，中欧班列（郑州）综合指标居全国第一方阵。“网上丝绸之路”越来越便捷，跨境电商“9710”、“9810”B2B出口模式顺利通关。“海上丝绸之路”越来越通达，海铁联运班列扩容加密。

So far, Henan, an inland province with the largest quantity of functional ports and the most complete functions, has built 3 national category-1 ports, 9 functional ports, 5 comprehensive bonded zones, 4 bonded logistics centers. The roles of Zhengzhou Economic and Technological Development Zone, Zhengzhou National High & New Technology Industries Development Zone and other industrial agglomeration zones played in promoting opening-up and attracting businesses have been further strengthened.

同时，河南已拥有3个国家一类口岸、9个功能性口岸、5个综合保税区、4个保税物流中心，是功能性口岸数量最多、功能最全的内陆省份。经开区、高新区、产业集聚区等开放招商主平台作用也得到进一步发挥。

全省市场主体数量全国第五、中部第一

 

During the 13th Five-Year Plan period, Henan's reform to streamline administration, delegates power to the lower levels and improves regulation and services was accelerated. The settlement rate of complaints from foreign investors has been above 90 percent all year round. The number of market entities reached 7.81 million, ranking 5th in China and 1st among the six provinces of Central China. By the end of 2020, 189 world's top 100 companies and 172 domestic top 500 ones were settled in Henan. The favorable opening-up environment has not only attracted a large number of foreign enterprises, but also boosted the opening-up of Henan in education, science and technology, agriculture, finance, transportation, etc.

“十三五”期间，河南“放管服”改革跑出河南加速度。外商投诉结案率常年保持在90%以上。全省市场主体达到781万户，居全国第五、中部第一。截至2020年底，在豫世界500强企业达到189家，中国500强企业172家。优越的开放环境，不但吸引了一大批外来企业涌入，还助推了河南教育、科技、农业、金融、交通等领域开放水平进一步提升。

 

Special economic and trade activities and high-end international conferences highlight Henan's opening-up

特色经贸活动、高端国际性会议已成河南开放亮丽名片

 

During the 13th Five-Year Plan period, Henan not only hosted the China Henan International Investment & Trade Fair and the Global Conference on Cross-border E-commerce for 4 times respectively, but also undertaken many international conferences, such as the 14th Meeting of the Council of Heads of Government (Prime Ministers) of the SCO, the 27th Meeting of Trade Negotiating Committee and Related Meetings of The Regional Comprehensive Economic Partnership and the MFA Presenting Chinese Provinces (Henan). Besides, Henan also organized delegations to attend the national economic and trade events, such as the China International Import Expo, the China International Fair for Trade in Services and the China Xiamen International Fair for Investment and Trade. The China Henan International Investment and Trade Fair has become a highlight in Henan's opening-up, with different economic and trade activities held across the province.
