Recently, Central China's Henan province has formulated a roadmap for rural vitalization and modernization of agriculture and rural areas during the 14th Five-Year Plan period (2021-25) with 9 major tasks including 62 key projects and other related programs/platforms, covering such fields as grain supply, industrial development, rural governance and urban-rural integration, with the aim of being at the forefront of China's rural vitalization by the end of 2025. 

日前，河南省制定了“十四五”乡村振兴和农业农村现代化规划，确定了9项重点任务，部署了62项重大工程和相关的重大项目、重大载体、重大平台，涵盖粮食保供、产业发展、乡村治理、城乡融合等领域，为“十四五”末实现乡村振兴走在全国前列提供坚实保障。

I: Henan's advantages in grain, animal husbandry and cash crops will be enhanced

①：巩固提升粮食、畜牧、经济作物大省的优势和地位

 

The core competitiveness of grain and other important agricultural products will be boosted. During the 14th Five-Year Plan period, Henan will implement the building of the national core area for grain production in the new period to form a national food security industrial belt. Besides, Henan will upgrade its modern animal husbandry with a series of projects to further consolidate Henan's advantages as a major base of grain production, animal husbandry development and cash crop plantations.

提升粮食等重要农产品核心竞争力。开展粮食核心竞争力提升行动，实施新时期国家粮食生产核心区建设工程，建设国家安全粮食产业带。开展现代畜牧业转型发展行动，实施生猪千亿集群培育、牛羊产业发展、奶业振兴等工程，持续巩固提升粮食大省、畜牧大省、经济作物大省的优势和地位。

II: A trillion-yuan-level modern food cluster with global influence will be constructed

②：建成具有世界影响力的万亿级现代食品集群

 

Henan will advance its supply-side structural reform in agriculture and carry out the demonstration project featuring five key food clusters including the products made of flour, meats, oils, dairies and fruits/vegetables, ten whole agricultural industrial chains with competitiveness covering wheat, maize, peanut, pig, cattle, sheep, poultry, fruits/vegetables, edible mushrooms and TCM herbs, and one hundred enterprises at the core of these industrial chains based on whom a trillion-yuan-level modern food cluster with global influence will be developed.

推进农业供给侧结构性改革，重点实施“五十百”工程，培育面制品、肉制品、油脂制品、乳制品、果蔬制品五大重点食品产业集群，打造小麦、玉米、花生、猪、牛、羊、禽、果蔬、食用菌、中药材十大优势农业全产业链，培育一百家全产业链“链主”企业，建成具有世界影响力的万亿级现代食品集群。

III: More than 1,000 leading enterprises in agricultural industrialization at or above the provincial level will be fostered

③：省级以上农业产业化龙头企业超1000家

 

Henan will build a rural industrial system, boost rural industries and strengthen the processing industry of agricultural products to foster more than 1,000 leading enterprises in agricultural industrialization at provincial level and above by 2025. In addition, 10 state-level industrial clusters with distinctive advantages and 100 provincial-level and over (including 10 state-level) modern agricultural industrial parks will have been established by then.
