Recently, Central China's Henan province has formulated a roadmap for rural vitalization and modernization of agriculture and rural areas during the 14th Five-Year Plan period (2021-25) with 9 major tasks including 62 key projects and other related programs/platforms, covering such fields as grain supply, industrial development, rural governance and urban-rural integration, with the aim of being at the forefront of China's rural vitalization by the end of 2025. 

日前，河南省制定了“十四五”乡村振兴和农业农村现代化规划，确定了9项重点任务，部署了62项重大工程和相关的重大项目、重大载体、重大平台，涵盖粮食保供、产业发展、乡村治理、城乡融合等领域，为“十四五”末实现乡村振兴走在全国前列提供坚实保障。

VII: The Green Rural Revival Program will be launched to create more beautiful villages

⑦实施“十县百镇千村”建设工程让美丽乡村越来越多

 

Henan will carry out rural development initiatives, implement the "1+13" plan, formulate reasonable village layout, and upgrade rural infrastructure and public service system to benefit rural households. Moreover, Henan will launch the Green Rural Revival Program to improve the rural living environment. From 2022, Henan will annually give priority to the establishment of 10 demonstration counties for beautiful villages, 100 beautiful towns and 1,000 villages with "four beauties" -- beauty of environment, beauty of farmlands, beauty of layout and beauty of courtyards.

实施乡村建设行动，落实“1+13”实施方案，科学编制村庄规划，开展农村基础设施提档升级行动和基本公共服务提升行动，推动公共基础设施往村覆盖、往户延伸。整治提升农村人居环境，实施“十县百镇千村”建设工程，从2022年开始，每年重点支持创建10个美丽乡村示范县、100个美丽小镇、1000个“四美乡村”。

Henan will strengthen its rural governance by improving rural governance system and capacity, boosting rural public security, and carrying forward, protecting and innovating rural culture. Besides, Henan will establish a sound rural governance system under the leadership of the Communist Party of China to build well-governed villages with rich spiritual life.

夯实乡村治理根基，开展乡村治理能力提升行动，实施乡村治理体系建设、乡村治理能力建设、乡村公共安全体系建设、乡村文化传承保护创新等工程，建立健全党组织领导的乡村治理体系，推动乡风文明建设，打造善治乡村。

IX: All villages in Henan are expected to have collective economy well developed by 2025

Henan will promote integrated urban-rural development, integrate urban and rural areas for high-quality development and carry out projects to foster new agricultural business entities, improve social services for agricultural production and increase farmers' incomes in once poverty-stricken areas to comprehensively deepen agricultural and rural reforms. By 2025, all villages across the province are expected to have collective economy well developed, more than 80 percent of which will enjoy an annual income of 50,000 yuan and over. What's more, the number of specialized farmers' cooperatives and family farms will increase to 250 thousand and 300 thousand respectively by then.

推进城乡融合发展，开展城乡融合高质量发展行动，实施新型农业经营主体培育、农业生产社会化服务提升、脱贫地区农民增收等工程，全面深化农业农村改革。到2025年，所有村都有集体经营收入、其中年经营收入5万元以上的达到80%以上，农民专业合作社发展到25万家，家庭农场发展到30万家。（中文来源/大河网 文案/申华 编译/赵汉青 海报/王君艺 任建东 审校/丁岚）
