In recent years, Central China's Henan province has strengthened its opening-up policies in all areas, become an active participant of the Belt and Road Initiative and promoted the coordinated development of its four "Silk Roads" (namely the Air Silk Road, the Land Silk Road, the Online Silk Road and the Maritime Silk Road), becoming more closely connected with the world. Henan is not only the starting point of the ancient Silk Road in the East, but also one of the regions with great development potential and influence in modern China. Owing to its rich history, profound culture, geographical advantage, and development foundation, Henan is faced with more opportunities to become a pioneer in the field of opening-up and become a main force of constructing the Belt and Road.
河南是古丝绸之路的东方起点，又是当今中国极具发展潜力和影响力的区域之一，无论是历史渊源、文化积淀，还是区位条件、发展基础，都有条件走向开放前沿，成为参与“一带一路”建设的重要枢纽节点省份。

To improve the comprehensive transport system and to expand the opening to the outside world, Henan has made great efforts to develop its inland water transportation in recent years, and formed two water transport channels on the Shaying River and Huaihe River. So far, the mileage of inland waterways of Henan has reached 1,725 kilometers with 201 ports and berths of various types built.
为补齐综合交通运输体系短板和扩大对外开放需要，河南近年来大力发展内河航运，形成了沙颍河、淮河两条通江达海的水运通道。截至目前，全省内河航道通航里程已达1725公里，建设各类港口泊位201个。
In 2021, the Provincial Department of Transportation, together with the Provincial Development and Reform Commission and the Provincial Department of Water Resources, compiled the Layout Plan for Inland Waterways and Ports of Henan Province (2021-2035), aiming to build a waterway network of "one vertical axis, three horizontal axes, five trunks and six branches", with a total planned mileage of 3,950 kilometers. One vertical axis refers to the channel of Tangbai River, while three horizontal axes refer to the channels of Huaihe River, Shaying River and Tuohui River, five trunks refer to the Yellow River, Henan section of the Grand Canal, Jialu River, Wohe River and Hongru River, and six branches refer to the Huiji River, Beiru River, Xincai River, Fenquan River, Shiguan River and Xiaohuang River.
2021年以来，河南省交通运输厅会同省发展改革委、水利厅等单位组织编制了《河南省内河航道与港口布局规划（2021-2035年）》，初步规划构建“一纵三横五干六支”的航道网，规划航道总里程3950公里。“一纵”为唐白河航道，“三横”分别为淮河、沙颍河、沱浍河航道，“五干”分别为黄河、大运河河南段、贾鲁河、涡河、洪汝河航道，“六支”分别为惠济河、北汝河、新蔡河、汾泉河、史灌河、小潢河航道。

During the 14th Five-Year Plan period (2021-2035), Henan aims to build 500 kilometers of waterways with an investment of 10 billion yuan.
“十四五”期间，河南全省内河水运计划完成投资100亿元，建设航道500公里。
