"April 1 marks the 5th anniversary of the establishment of China (Henan) Pilot Free Trade Zone." At a news briefing held by the Information Office of the People's Government of Henan Province on March 30, Wang Zhenli, deputy director-general of the Department of Commerce of Henan Province and director of the Office of China (Henan) Pilot Free Trade Zone, mainly introduced the performance of the pilot free trade zone over the past 5 years.

According to Wang Zhenli, over the past 5 years, China (Henan) Pilot Free Trade Zone actively sought new progress while completing its basic tasks. Specifically, 160 pilot tasks in the Overall Plan for China (Henan) Pilot Free Trade Zone issued by the State Council were basically carried out with 5 service systems featuring government affairs, regulations, finance, laws and multimodal transport built and 479 items of reform and innovation achievements realized. Besides, China (Henan) Pilot Free Trade Zone stood at forefront of institutional innovations in commercial system, cross-border e-commerce, multimodal transport and commodity futures in China with 14 items of achievements adopted and promoted nationwide while 80 in the province.

王振利介绍，5年来，河南自贸试验区“规定动作做到位、自选动作争出彩”：国务院印发的河南自贸试验区总体方案160项试点任务已基本实施，创新构建了政务、监管、金融、法律、多式联运等五大服务体系，累计形成479项改革创新成果，商事制度改革、跨境电商、多式联运、商品期货等领域制度创新走在全国前列，14项创新成果被国家层面采纳推广，80项成果在全省推广。

Over the past 5 years, China (Henan) Pilot Free Trade Zone has been enriching its differentiation strategy. Focusing on "two systems and one hub" (modern and three-dimensional transportation system, modern logistics system, and modern, comprehensive and three-dimensional transportation hub) and Henan's unique advantages, China (Henan) Pilot Free Trade Zone explored innovations in multiple fields. As for air freight, Zhengzhou Xinzheng International Airport launched an pilot program for e-freight, formed a system to standardize air logistics and built a platform for freight information services, thus improving logistics efficiency by 20 percent. Many airlines carried out electronic waybill services in Zhengzhou. In 2021, Zhengzhou Xinzheng International Airport saw its cargo/mail throughput exceed 700 thousand tons, ranking 6th in China. As for multimodal transport, China (Henan) Pilot Free Trade Zone took the lead in establishing a coordination mechanism for multimodal transport in China, developed China's first truck designated for air cargo's land transport and first standard system for multimodal transport in the province, and successfully completed the pilot program for inland multimodal transport. As for cross-border e-commerce, China (Henan) Pilot Free Trade Zone was approved to include 13 kinds of non-prescription pharmaceuticals that have been licensed for marketing in China in the list of cross-border e-commerce retail imports. In 2021, the import and export value of cross-border e-commerce of China (Henan) Pilot Free Trade Zone (Zhengzhou Area) totaled 18.8 billion yuan. Charter flights for cross-border e-commerce made 242 trips on the routes linking Zhengzhou with New York, Los Angeles and Liege, with a cargo value of 10.6 billion yuan. As for futures, PTA (purified terephthalic acid) futures on Zhengzhou Commodity Exchange attracted 429 overseas traders holding more than 10 percent of positions, which further improved PTA's pricing system and its global influence. In 2021, Zhengzhou Commodity Exchange witnessed a trading volume of 2.58 billion lots with a turnover of 108 trillion yuan, each increasing 51.8 percent and 79.7 percent from a year earlier and ranking 1st and 4th in China.

据了解，5年来，河南自贸试验区差异化特色化探索持续深化。聚焦“两体系、一枢纽”战略定位和河南特色优势，在多个领域探索创新。航空货运方面，郑州机场开展航空物流电子货运试点，建立航空物流标准化体系、搭建货运信息服务平台，货物通行时效提升20%，多家航司已在郑开展电子运单业务。2021年郑州机场货邮吞吐量突破70万吨，稳居国内第6位。多式联运方面，在全国率先建立多式联运协调机制，研发了全国第一辆航空集装货物整板运输车，第一个省级多式联运标准体系，顺利完成交通强国内陆型多式联运试点。跨境电商方面，获批实施全国首个跨境电商零售进口药品试点。2021年郑州片区跨境电商进出口额188亿元，郑州至纽约、洛杉矶、比利时列日3条航线跨境电商包机242架次，货值106亿元。期货开放方面，郑州商品交易所PTA期货引入境外交易者，目前428家境外交易者开户，持仓占比超10%，进一步完善了PTA贸易定价体系，提升了PTA期货价格国际市场影响力。2021年郑商所期货成交量25.8亿手、成交额108万亿元，分别增长51.8%、79.7%，分居全国第一位、第四位。（中文来源/大河网 记者/申华 编译/赵汉青 审校/焦丹）
