Cross-border E-commerce Retail Import of Drugs Piloted in Henan

国家跨境电商零售进口药品试点在郑启动 河南省为全国唯一试点

The pilot program for the cross-border e-commerce retail import of drugs was officially launched on April 11 at the Bonded Logistics Center of Central China's Henan province with the first transaction completed on Global Bay, an online shopping platform.

4月11日上午，国家跨境电商零售进口药品试点在河南保税物流中心“全球汇”网购平台完成首单实测交易，正式启动试点业务。

On April 11, Henan Daily reporter saw that customs clearance was finished only 2 minutes after the payment was made. After receiving the orders, Henan Bonded Logistics Center would send the products to customers by express. With the QR code on the box, the customers could check not only the basic information of the products, but also the information related to customs clearance and logistics.

当日，记者在实测现场看到，消费者下单支付，仅用2分钟，药品就完成通关。保税物流中心从医药仓库发货，快递给消费者。药品均贴有商品溯源二维码，可查询药品基本信息、通关及物流信息，实现了全链条、最小包装可追溯，确保用药安全。

According to Zhengzhou Customs, different from the general foreign trade mode (foreign companies→foreign wholesalers→domestic agents→domestic sales platforms), the cross-border e-commerce retail import of drugs uses the "1210" mode (foreign companies→domestic sales platforms), which greatly improves the efficiency by reducing distribution links.

郑州海关相关负责人介绍，区别于以往国内消费者购买进口药品“由国外厂家到国外批发商、国内代理商，再到国内销售平台”的一般贸易进口模式，跨境电商零售进口药品采取“1210”保税模式，由药品生产商直达国内销售平台，极大减少了中间流通环节，让药品以最快速度到达消费者手中。

Drugs included in the cross-border e-commerce retail imports list will enjoy zero tariffs within a set quota for single and annual transaction(s) and have their import VAT and consumer tax collected at 70 percent of the statutory taxable amount.

同时，根据试点批复方案，在年度交易限值内，跨境零售进口药品关税税率暂设为0%，进口环节增值税、消费税按法定应纳税额的70%征收，因此价格总体低于一般贸易模式进口药品。

In May last year, the State Council granted the 3-year pilot program in Henan, authorizing the province to import 13 kinds of non-prescription pharmaceuticals that had been licensed for marketing via cross-border e-commerce.

据了解，去年5月，河南正式获批成为全国唯一跨境电商零售进口药品试点，试点期为自批复之日起三年，试点品种为已取得我国境内上市许可的13种非处方药。（中文来源/河南日报 记者/孙静 编译/赵汉青 审校/张军平）
