Henan's Digital Infrastructure Ranks at the Forefront of China in 2021

《数字中国发展报告（2021年）》显示 河南数字基础设施建设居第一梯队

 

Recently, the State Internet Information Office released the Digital China Development Report (2021), in which the development of digital infrastructure, digital technology innovation, digital economy, digital government and digital society in 31 provinces (autonomous regions and municipalities) is evaluated, showing that Henan province, together with Beijing, Shanghai, Zhejiang, Jiangsu, Tianjin, Guangdong and Chongqing, ranked at the forefront of China in terms of digital infrastructure.

国家互联网信息办公室日前发布《数字中国发展报告（2021年）》（以下简称《报告》），对全国31个省（区、市）在数字基础设施、数字技术创新、数字经济、数字政府、数字社会等方面的发展水平进行了评估。河南在数字基础设施建设方面和京沪浙苏津粤渝等地共同位居全国第一梯队。

During the 13th Five-Year Plan period (2016-2020), multiple indexes of Henan's communication network facilities jumped to the forefront of the industry. Since 2021, the first year of the 14th Five-Year Plan period (2021-2025), Henan has spared no efforts to consolidate its position as an information and communication hub with the upgraded network infrastructure and broader Internet coverage. Since January, Henan has built more than 27.6 thousand 5G base stations, bringing the total number of 124.7 thousand, and achieved full 5G coverage in all urban areas above the township level and major rural areas. It is worth noting that during the network quality assessment conducted by the Ministry of Industry and Information Technology, Zhengzhou topped other capital cities across China. So far, the ratio of broadband (over 100Mbps) users in Henan has exceeded 99 percent, ranking 1st in China. Besides, 35 thousand narrowband IoT base stations have been built across the province with 79.289 million terminals covering key scenarios opened. The total bandwidth of Zhengzhou's national-level internet backbone direct connection point has reached 1,820 giga bytes (GB) with 200 GB fortified. Now, the internet connections of all universities and colleges in Henan have been upgraded to the IPv6 protocol.

“十三五”期间，河南通信网络设施建设多个指标跃升行业前列。“十四五”以来，我省持续升级优化基础网络，扩大覆盖范围，巩固提升信息通信枢纽地位。今年以来，全省新开通5G基站超2.76万个、累计达到12.47万个，实现乡镇以上和农村热点区域全覆盖；在工信部网络质量专项测评中，郑州5G网络质量位列省会城市第一名。加快“千兆城市”建设，全省100M以上宽带用户占比超过99%，居全国第1位。全省累计开通窄带物联网基站3.5万个，连接终端7928.9万户，实现重点场景深度覆盖。扩容提升骨干网络，郑州国家级互联网骨干直联点扩容网间带宽200G、总带宽达到1820G。积极布局下一代互联网，全省高校完成IPv6。

 

By the end of 2021, 2,922 new Internet business units were registered, a year-on-year increase of 59.5 percent, with 919 smart workshops and plants built and 4 secondary nodes for industrial Internet identification and resolution set up in Luoyang, Xuchang, Luohe and Xinxiang, thus basically forming a "1+37" industrial internet platform system. Besides, with 188 Taobao villages and 121 Taobao towns developed, 99 counties across the province were designated as the comprehensive demonstrations for introducing e-commerce into rural areas. A five-level network providing services at the provincial, municipal, county, township, and village levels was established with more than 90 percent of services handled online, thus pushing Henan's capability of integrated government services into the first phalanx in China.

2021年全省互联网业务经营单位新增2922家，同比增长59.5%。全省累计建设智能车间、智能工厂919个，建成洛阳、许昌、漯河、新乡等4个工业互联网标识解析二级节点，初步建立“1+37”工业互联网平台体系。全省99个县被认定为电子商务进农村综合示范县，打造淘宝村188个、淘宝镇121个。建成覆盖省市县乡村五级的河南政务服务网，全省零跑动、不见面审批事项占比达90%以上，一体化政务服务能力进入全国第一方阵。（中文来源/河南日报 记者/陈辉 编译/赵汉青 杨佳欣 审校/陈行洁）
