Development Environment (Part I)

发展环境（一）

Henan Province has now entered a new stage of development on a stronger foundation, though profound and complex changes have taken place in the conditions under which we pursue our development goals. We are facing new opportunities and challenges.

进入新发展阶段，河南省发展基础更加坚实，发展环境发生深刻复杂变化，进一步发展面临新的机遇和挑战。

During the 13th Five-Year Plan period, in the face of the complicated international situation and domestic challenges related to advancing reforms and development while maintaining stability, particularly under the grave impact of the COVID-19 pandemic, the CPC Henan Provincial Committee and the provincial government, under the strong leadership of the CPC Central Committee with Comrade Xi Jinping at its core, have followed the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era and kept Xi Jinping's earnest expectations and commands firmly in mind. We have fully implemented the decisions and arrangements of the CPC Central Committee and the State Council, have united and led the people in Henan Province to build up momentum in focusing on major issues and seeking a long-term vision, and to forge ahead in overcoming difficulties. Overall, the goals and tasks of the 13th Five-Year Plan have been fulfilled. Henan Province has made great and historic achievements in building a moderately well-off society and has taken a big stride towards the magnificent cause of Henan. In particular, the ecological conservation and high-quality development of the Yellow River Basin have been elevated to a national strategy in China. A number of major strategic platforms pertaining to the long-term development of Henan Province have been approved and established. The position and role of Henan Province in the overall situation of China have become more prominent.

“十三五”时期，面对错综复杂的外部环境、艰巨繁重的改革发展稳定任务，特别是新冠肺炎疫情严重冲击，在以习近平同志为核心的党中央坚强领导下，河南省委、省政府坚持以习近平新时代中国特色社会主义思想为指导，始终牢记习近平总书记殷殷嘱托，坚决贯彻党中央、国务院决策部署，团结带领全省人民在抓大事、谋长远中积势蓄势，在解难题、攻难关中砥砺奋进，“十三五”规划目标任务总体完成，全面建成小康社会取得伟大历史成果，中原更加出彩宏伟事业向前迈进了一大步。特别是黄河流域生态保护和高质量发展上升为重大国家战略，事关全省长远发展的一批重大战略平台获批建设，河南在全国大局中的地位和作用更加凸显。

The comprehensive strength of Henan Province has increased significantly. The economic aggregate has reached a new height from 4 trillion yuan to 5 trillion yuan (RMB), and per capita disposable income has approached 25,000 yuan, both having achieved the goal of doubling the figure of 2010 one year ahead of schedule. The total government revenue has surpassed 620 billion yuan, and the general public budget expenditure has exceeded 1 trillion yuan, rising by 41.5% and 52.7% respectively. The "financial corps of Henan Province" has grown, with the balance of deposits and loans of financial institutions exceeding 7 trillion yuan and 6 trillion yuan respectively. The gross value of imports and exports rose by 44.7% to RMB 665.48 billion. The supply-side structural reform has been deepened, and the grain output has surpassed 65 million tons for four consecutive years. With the "three major reforms" fully implemented in the manufacturing sector, the equipment and food manufacturing industries have picked up pace to reach the level of trillion. With the rapid development of strategic emerging industries and digital economy, Kunpeng computing industry, led by the local brand "Huanghe", is taking shape. The value-added service industry accounts for nearly 50%. With the supporting role of scientific and technological innovation being leveraged, the leading role of the Zhengzhou-Luoyang-Xinxiang National Independent Innovation Demonstration Zone has been continuously strengthened. Major platforms, such as the National Innovation Center for Bio-breeding Industry, the National Innovation Center for Agricultural Machinery Equipment, and the National Supercomputing Center in Zhengzhou, have been approved and established. The number of high-tech enterprises has increased by 4971, more than quadrupled.

综合实力跨越提升。河南省经济总量先后迈上4万亿元、5万亿元两个大台阶，居民人均可支配收入接近2.5万元，均提前一年实现比2010年翻一番目标。财政总收入超过6200亿元，一般公共预算支出突破1万亿元，累计分别增长41.5%和52.7%。“金融豫军”发展壮大，金融机构存贷款余额分别突破7万亿元、6万亿元。进出口总值达到6654.8亿元，累计增长44.7%。供给侧结构性改革深入推进，粮食产量连续4年稳定在1300亿斤以上，制造业“三大改造”全面实施，装备制造、食品制造产业加快跃向万亿级，战略性新兴产业和数字经济加速发展，以“Huanghe”本土品牌为引领的鲲鹏计算产业初具规模，服务业增加值占比接近50%。科技创新支撑能力快速提升，郑洛新国家自主创新示范区引领作用不断增强，国家生物育种产业创新中心、国家农机装备创新中心、国家超级计算郑州中心等重大平台获批建设，高新技术企业新增4971家、翻了两番多。

Remarkable achievements have been made in the fight against daunting issues. Rural residents living below China's current poverty threshold shook off poverty; 53 designated poor counties in Henan Province all got rid of poverty; regional poverty was eradicated in the "three mountains and one bottomland area" – the Dabieshan Mountains, the Funiushan Mountains, the Taihangshan Mountains and the Yellow River Bottomland; Henan Province accomplished the poverty alleviation tasks as planned – a key goal for the new era of building socialism with Chinese characteristics. Solid steps have been taken to fight against pollution to improve air, water and soil quality. Energy consumption per unit of GDP has nearly fallen by 25%. The annual average concentration of PM2.5 and PM10 has been lowered by 30%. State-controlled water sections with poor-quality surface water below Grade V have been eliminated. The soil quality remains stable, and considerable improvements have been made in land afforestation. The ecological corridor along the Yellow River is taking shape. Significant progress has been made in ecological improvement. All environmental indicators have reached the best level in the past five years. Financial risks and local government debt risks have been resolved, while no systemic risks or regional risks arose.

攻坚战役成效显著。河南省现行标准下农村贫困人口实现脱贫，53个贫困县全部摘帽，“三山一滩”区域性整体贫困得到解决，新时代脱贫攻坚目标任务如期完成。蓝天、碧水、净土三大保卫战扎实推进，单位生产总值能耗累计下降25%左右，PM2.5、PM10年均浓度累计下降幅度均超过30%，劣Ⅴ类水质国控断面动态清零，土壤环境质量总体稳定，国土绿化提质增量，沿黄生态廊道初具规模，生态环境质量明显改善，各项环境指标达到五年来最好水平。金融、地方政府债务等风险有效化解，守住了不发生系统性区域性风险底线。

The infrastructure construction has been consistently strengthened. With the Henan sections of the Zhengzhou-Xuzhou High-speed Railway, the Zhenghzhou-Fuyang High-speed Railway, the Shangqiu-Hefei-Hangzhou High-speed Railway, the Zhengzhou-Taiyuan High-speed Railway, and the Zhengzhou-Chongqing High-speed Railway put into operation, the "米"-shaped high-speed railway network has been basically established. Highways provide access to all administrative counties in Henan Province. The construction of Northern Freight Zone Phase Ⅲ in Zhengzhou Airport began. Water transportation through the Huaihe River and the Shaying River has been developed. The comprehensive transportation channels in the shape of the Chinese characters "米" and "井", and the multi-tiered transportation hub system have basically takenshape. The Qinghai-to-Henan Electricity Diversion Project has been put into use. The total installed capacity of electricity has exceeded 100 million kilowatts, with the installed capacity of renewable energy accounting for over 28%. The natural gas pipeline network has covered over 90% of administrative counties in Henan Province. The energy mix has been consistently optimized. Remarkable achievements have been made in the coordinated governance of "four waters" – water resources, water ecology, water environment, and water disasters. The building of ten major water conservancy projects including the Chushandian Water Reservoir and the Qianping Water Reservoir for water storage, the Yangtze-to-Huaihe River Water Diversion Project, and the irrigation areas on the south and north bank of Xiaolangdi Project on the Yellow River have been accelerated. The national backbone network interconnection nodes in Zhengzhou have been expanded and speeded up. Full coverage of 5G network has been achieved in the cities at the county level and above in Henan Province.

基础能力持续增强。河南省“米”字形高铁网基本建成，郑徐、郑阜、商合杭、郑太、郑万河南段等高铁开通运营，高速公路通达所有县城，郑州机场三期北货运区开工建设，淮河、沙颍河水运通江达海，“米+井”综合运输通道和多层次枢纽体系基本形成。青电入豫工程投用，电力总装机突破1亿千瓦、可再生能源装机占比超过28%，管道天然气网络覆盖90%以上县城，能源结构不断优化。“四水同治”成效显著，出山店水库、前坪水库下闸蓄水，引江济淮、小浪底南北岸灌区等十大水利工程加快推进。郑州国家级互联网骨干直联点扩容提速，县城及以上城区实现第五代移动通信（5G）网络全覆盖。
