The modern industrial system is a key part of Chinese modernization. Both the report to the 20th National Congress of the Communist Party of China and the 2023 Government Work Report stress the building of a modern industrial system. Starting on March 23, we are launching a series of bilingual articles themed "Wonderful Henan·Here We Are (Modern Industrial System)" to show you the measures Henan will take during the 14th Five-Year Plan period (2021-2025) to promote the development of a strong province with advanced manufacturing and modern service industries, and to accelerate the building of high-level industry carriers. We will adhere to the module of developing chained industry clusters, meanwhile further develop our strong points and improve our weak links, namely strengthening competitive industries, expanding emerging industries and improving traditional industries, so as to further promote high-end, intelligent, green, and service-oriented transformation, and to perfect the advanced manufacturing system. We will promote the transformation of Henan manufacturing to Henan creation, make the fame of Henan quality override that of Henan speed, and develop more Henan products into brand products.

坚持链式集群化发展，锻长板与补短板相结合，做强优势产业、做大新兴产业、做优传统产业，深入推进高端化、智能化、绿色化、服务化改造，完善先进制造业体系，推动河南制造向河南创造、河南速度向河南质量、河南产品向河南品牌转变。

Upgrading the industrial bases

推进产业基础高级化

We will roll out the list of breakthroughs in basic components, basic materials, basic technology, and industrial technology bases, as well as build classified basic public service platforms for industrial technology. We will improve basic industrial databases on techniques and workmanship. The whole process of technological research, engineering breakthroughs, and market application will be linked up into a whole. We will carry out the project to enhance the core competitiveness of the manufacturing industry and the technology transformation project. We will improve the application policies concerning the first outfit, the first batch of materials and the first edition of the software, and will establish demonstration application bases and alliances to promote innovative products' iterative development and their large-scale application. We will intensify efforts to improve the quality of our products and to become the forerunner to set enterprise standards, will improve quality infrastructures such as standard measurement, certification and accreditation, inspection and testing, will ensure the success of China Brand Day activities, and will continue to increase varieties, to improve quality and to create brands so as to create a batch of qualified model products, competitive products and famous self-owned brands.

滚动发布基础零部件、基础材料、基础工艺、产业技术基础“四基”突破清单，分类建设产业技术基础公共服务平台，完善技术、工艺等工业基础数据库，推进技术研发、工程化攻关和市场应用全流程贯通。推进实施增强制造业核心竞争力和技术改造专项，完善首台套装备、首批次材料和首版次软件应用政策，建立示范应用基地和联盟，促进创新产品迭代研发和规模应用。深入开展质量提升行动和企业标准“领跑者”行动，完善标准计量、认证认可、检验检测等质量基础设施，办好中国品牌日活动，持续推进增品种、提品质、创品牌，打造一批质量标杆、制造精品和知名自主品牌。

Consolidating and upgrading the strategic pillar industrial chain

巩固提升战略支柱产业链

Based on an industrial foundation and comparative advantage, we will promote the stable and solid industry chains in equipment manufacturing, green food, electronics manufacturing, advanced metal materials, new building materials and modern light textile. We will strengthen the reasonable distribution, division and cooperation, as well as integration and expansion of industrial chains in segmented areas, cultivate a batch of leading chain enterprises with ecological dominance, co-build and share a secure and controllable strategic pillar industrial chain, and form competitive trillion-level industrial clusters. We will promote the development of intelligence-, integration- and service-oriented equipment manufacturing, enhance the competitiveness of the manufacturing of electrical equipment, shield tunneling machinery, agricultural machinery and mining equipment and cranes, and improve the ability to supply key base parts. We will maintain the advantages of the traditional food processing industry, develop the manufacturing of cold-chain food, snack food and functional food, and accelerate the transformation of the tobacco and liquor industries. We will expand and strengthen the electronics manufacturing industry, and improve system manufacturing and parts processing level of intelligent terminals, computers and servers as well as automotive electronics photoelectron chips. We will enhance the competitiveness of high-quality steel, aluminum processing and aluminum material, ultra-thin copper strip, copper foil and other advanced metal materials, extend industrial chains featuring deep processing of magnesium-based materials, tungsten molybdenum, lead and zinc and deep processing of titanium, and promote the consolidation, restructuring and equipment upgrading of steel enterprises. We will develop green wall materials and prefabricated buildings, arrange to construct green building materials production bases, expand the fashion industry and the smart home industry to lead the modern light textile industry to a medium-high level.

立足产业基础和比较优势，推动装备制造、绿色食品、电子制造、先进金属材料、新型建材、现代轻纺等产业固链强链，强化细分领域产业链合理布局、分工协作和融合拓展，培育一批具有生态主导力的“链主”企业，共建共享安全可控的战略支柱产业链，形成具有竞争力的万亿级产业集群。推动装备制造智能化、成套化和服务化发展，提升电气、盾构、农机、矿山、起重等装备制造的竞争优势和关键基础件供应能力。巩固传统食品加工优势，发展冷链食品、休闲食品、功能食品，加快烟草、白酒产业转型。做大做强电子制造产业，提升智能终端、计算机和服务器、汽车电子、光电子芯片等整机制造和零部件加工水平。增强精品钢、铝加工和铝基材料、超薄铜板带和铜箔等先进金属材料产品竞争力，延伸镁基材料、钨钼、铅锌、钛深加工等特色产业链，推进钢铁企业整合重组和装备升级。发展绿色墙材和装配式建筑，布局建设绿色建材生产基地。壮大时尚服装和智能家居产业，带动现代轻纺产业加快迈向中高端。

Cultivating strategic emerging industrial chains

培育发展战略新兴产业链

We will implement the leap frog development project for strategic emerging industries and strive to double the size of these industries. With the industrial chain leader system as the approach, we will strengthen the practices of chain building, chain leading and chain breeding. We will dynamically execute the lists of key issues, key parks, key enterprises and key projects, and build industrial chains in the fields of new display and intelligent terminals, biomedicine, energy conservation and environmental protection, new energy and internet-connected vehicles, new generation artificial intelligence, network security, new nylon material, intelligent equipment, smart sensors and 5G. We will actively develop new materials such as silicon carbon, poly-carbon and electronic glass fiber. With a focus on key links of the industrial chains, we will introduce 100 leading enterprises supported by core technologies and 100 high-level innovation platforms into our province. We will find strategic emerging industry clusters at the national and provincial levels, implement promotion mechanisms for innovation management and professionalization, speed up the integration of innovation and public service, and focus on developing 10 emerging industry clusters worth 100 billion yuan. We will proactively blueprint the scheme to develop future industries, such as Dipper applied technology, quantum information, blockchain, life and health, cutting-edge new materials and others, aiming to promptly seize development opportunities.

实施战略性新兴产业跨越发展工程，力争实现产业规模翻番。以链长制为抓手，强化建链引链育链，动态实施重点事项、重点园区、重点企业、重点项目清单，构建新型显示和智能终端、生物医药、节能环保、新能源及网联汽车、新一代人工智能、网络安全、尼龙新材料、智能装备、智能传感器、5G等产业链。积极发展硅碳、聚碳、电子玻纤等新材料。聚焦产业链关键环节，培育引进100个具有核心技术支撑的引领型企业和100个高水平创新平台。开展国家和省级战略性新兴产业集群创建，创新组织管理和专业化推进机制，加快完善创新和公共服务综合体，重点培育10个千亿级新兴产业集群。前瞻布局北斗应用、量子信息、区块链、生命健康、前沿新材料等未来产业，积极抢占发展先机。

Empowering manufacturing enterprises to increase efficiency

推动制造企业加能提效

We will further promote intelligent manufacturing, and encourage key enterprises to upgrade to intelligent operation in the entire process of research and development, design, management, storage and service, accelerate the smart transformation of small and medium-sized enterprises, and expand the coverage of smart workshops and smart factories. We will promote green manufacturing and transform enterprises in key industries into green ones, launch high-end remanufacturing, smart remanufacturing and in-service remanufacturing demonstrations. We will implement the plan to foster leading enterprises in the manufacturing industry, support large enterprises in their efforts to grow stronger and better, merge, reorganize and form over 60 leading enterprises worth more than 10 billion yuan. We will improve the gradient cultivation mechanism for micro-, small-and medium-sized enterprises, develop a number of new and specialized enterprises, and create a number of champions that strengthen the industrial foundation and weak links in the industrial chains. We will deepen cooperation between industry and finance and increase the proportion of medium and long-term credit loans in the manufacturing industry, increase loans for technological upgrading and steer equity investment and bond financing to work in favor of the manufacturing industry.

深入推进智能制造，推动骨干企业向研发、设计、管理、仓储和服务等全流程智能化方向升级，加快中小企业智能化改造，提升智能车间、智能工厂覆盖率。实施绿色制造提升行动，推进重点行业企业绿色化改造，开展高端再制造、智能再制造和在役再制造示范。实施制造业“头雁”企业培育计划，支持大企业做强做优和兼并重组，形成60家以上国内一流的百亿级行业领军企业。健全中小微企业梯度培育机制，发展壮大一批“专精特新”企业，打造一批补强产业基础和产业链短板的冠军企业。深化产融合作，提高制造业中长期贷款、信用贷款比重，增加技改贷款，推动股权投资、债券融资等向制造业倾斜。
