The modern industrial system is a key part of Chinese modernization. Both the report to the 20th National Congress of the Communist Party of China and the 2023 Government Work Report stress the building of a modern industrial system. Starting on March 23, we are launching a series of bilingual articles themed "Wonderful Henan·Here We Are (Modern Industrial System)" to show you the measures Henan will take during the 14th Five-Year Plan period (2021-2025) to promote the development of a strong province with advanced manufacturing and modern service industries, and to accelerate the building of high-level industry carriers. We will promote professionalization, digitization, branding and standardization in service industries, actively foster new forms, new models and new carriers of business, and enhance the service industry's capacity for supporting transformation and upgrading, as well as its supply capacity to meet consumer demand upgrading.

推进服务业专业化、标准化、品牌化、数字化建设，积极培育新业态新模式新载体，增强服务产业转型升级的支撑能力和满足消费需求升级的供给能力。

Professionalization and high-end development of production-oriented service industries

推动生产性服务业专业化高端化发展

We will unblock 10 major logistics channels, promote the building of about 10 state logistics hubs and 30 regional ones, improve the service network of infrastructure, information platforms and intermodal distribution, build a modern logistics operation system featuring joint work of channels, hubs and networks, as well as expand special logistics like the cold chain, aviation, e-commerce and express delivery services to develop a complete industry chain of trillion-level logistics services, and speed up the development of a province strong in modern logistics. We will nurture diversified financial entities, further reinforce the project of attracting funds into Henan, make local corporate financial institutions better and stronger, vigorously develop inclusive finance, green finance and technological finance, and build private-equity fund clusters in Zhengzhou and Luoyang. We will further develop knowledge-intensive business services in science and technology, creative design and business consultation, and expand the offshore and onshore service outsourcing markets. These measures will jointly promote the building of Zhengzhou as an international exhibition city, and will support the breeding of distinctive local exhibition brands.

畅通10大骨干物流通道，推进国家规划的10个物流枢纽、省规划的30个左右区域物流枢纽建设，完善基础设施、信息平台、联运配送服务网络，构建“通道+枢纽+网络”的现代物流运行体系，做强冷链、航空、电子商务、快递等特色物流，打造万亿级物流服务全产业链，加快建设现代物流强省。培育多元化金融主体，深化“引金入豫”工程，做优做强地方法人金融机构，大力发展普惠金融、绿色金融、科技金融，建设郑州、洛阳私募基金集聚区。提升发展科技服务、创意设计、商务咨询等知识密集型服务业，拓展离岸、在岸服务外包市场。推进郑州国际会展名城建设，支持各地培育特色会展品牌。

Promoting high-quality and diversified consumer-oriented service industries

推动生活性服务业高品质多样化升级

In line with consumption structure upgrading, we will increase the provision of public welfare services and basic services, and expand the supply of development-oriented consumer services. We will foster better services in fields of domestic services, childcare, property management, education and training, sports and leisure activities to develop trillion-level industries in culture, tourism, health and elderly care. We will encourage social capital to set up a variety of social services and life service institutions, to develop personalized, diversified, intelligent and experiential service products and models, to form a group of brand enterprises with a strong resource integration force. We will also improve the implementation of life service certification and recognition system, promote standardized, honest and professional development.

顺应消费结构升级趋势，加强公益性、基础性服务业供给，扩大发展型消费服务供给。培育壮大家政、育幼、物业、教育培训、体育休闲等服务业，打造文化旅游、健康养老万亿级产业。鼓励社会资本兴办丰富多样的社会服务和生活服务机构，开发个性化、多元化、智慧化、体验式的服务产品和模式，形成一批具有较强资源整合力的品牌企业。完善实施生活性服务业认证认可制度，推进标准化诚信化职业化发展。

Promoting deep integration of modern service industries with advanced manufacturing

推动现代服务业和先进制造业深度融合

We will encourage manufacturing enterprises to extend their service chains and build service-oriented manufacturing public service platforms, cultivate intelligent manufacturing system solutions, process reengineering and other service institutions, and promote patterns like design outsourcing, flexible customization, networked collaborative manufacturing, remote maintenance, general integration and general contracting. We will actively develop service-derived manufacturing, encourage e-commerce research, R&D design, culture and tourism, modern logistics and other service enterprises, and extend into the manufacturing industry through entrusted manufacturing and brand authorization.

推动制造业企业延伸服务链条，建设服务型制造公共服务平台，培育智能制造系统解决方案、流程再造等服务机构，推广设计外包、柔性化定制、网络化协同制造、远程维护、总集成总承包等模式。积极发展服务衍生制造，鼓励电子商务、研发设计、文化旅游、现代物流等服务企业，通过委托制造、品牌授权等方式向制造环节拓展。
