Henan's Trade with RCEP Countries Expands 32.7% in Jan-Feb

Recent exports from Henan Mingtai Aluminum Co Ltd in Gongyi, a county-level city in Central China's Henan province, to Japan have benefited from a substantial reduction in tariffs under the Regional Comprehensive Economic Partnership (RCEP) agreement, enhancing their competitiveness significantly.
日前，河南明泰铝业股份有限公司凭借郑州海关为其签发的RCEP（《区域全面经济伙伴关系协定》）原产地证书，出口到日本的货物享受到了一大笔关税减免，极大提升了产品在日本的价格竞争力。
The RCEP certificate of origin, also known as "paper gold", might give foreign trade businesses with preferential tariff treatment. Particularly in the countries covered by the RCEP agreement, tariff reductions are available for a broad range of goods. Henan has been continuously advancing RCEP adoption since 2022. As a result of policy advocacy and training, an increasing number of international trade firms are participating in it and benefiting from it.
原产地证书被称为“纸黄金”，企业凭借该证书可以享受进出口关税优惠，尤其是在RCEP所涵盖的区域大市场内，关税减免范围更广、幅度更大。去年以来，河南省加快对接RCEP，通过政策宣传、组织培训等，推动全省外贸企业对协定的知晓率、运用率和享惠度持续提升。
Zhengzhou Customs has issued about 6,300 RCEP certificates of origin since January 1, 2022. In the first two months of 2023, Henan's trade with RCEP member nations increased 32.7 percent annually to 48.27 billion yuan. In addition, as a result of the RCEP agreement, Henan's businesses have benefited from tariff reductions of over 440 thousand yuan for imported goods worth over 20 million yuan, an increase of 160 percent and 550 percent, respectively, year-on-year. As the policy dividend becomes evidently available, the RCEP agreement has become a greater driving force for Henan's international trade industry.
自去年1月1日起，郑州海关签发的RCEP原产地证书已超6300份。今年前2个月，河南对RCEP成员国进出口482.7亿元，同比增长32.7%。全省RCEP项下进口享惠货值、减免关税数额分别超2000万元、44万元，同比分别增长5.5倍、1.6倍。RCEP政策红利释放明显，对河南外贸的拉动能力不断增强。
According to Zhang Min, chief officer of Zhengzhou Customs' Tariff Office, the Filipino Senate ratified the RCEP agreement in February 2023, which implies that the deal will go into effect in the Philippines as soon as feasible in May. Henan's most important trading partner is the Philippines. Under the terms of the RCEP agreement, more than 91,3 percent of goods moved between the two countries will be exempt from tariffs, which will help Henan's businesses.
郑州海关关税处主要负责人张敏介绍，今年2月菲律宾已正式批准RCEP核准书，RCEP最早或将于今年5月份对菲律宾生效。“菲律宾是河南重要的贸易伙伴，在RCEP框架下，菲律宾对中国承诺的零关税商品比例高达91.3%，这将为河南企业带来新的更大利好。”（中文来源/河南日报 记者/孙静 编译/赵汉青 杨佳欣 审校/李文竞）
