'Fully effective' RCEP pact to benefit Henan
RCEP “朋友圈”满员 河南再迎新机遇
Good news from Zhengzhou Customs on June 1 -- The Regional Comprehensive Economic Partnership (RCEP) officially went into force in the Philippines on June 2, marking the RCEP agreement entering into effect for all 15 members.
6月1日，郑州海关传来好消息，《区域全面经济伙伴关系协定》（RCEP）于6月2日对菲律宾正式生效。自去年1月1日至今，15个成员国均完成生效程序，实现“团聚”，RCEP迈入全面实施新阶段。
The RCEP has gradually become one of the most important new stages for Henan. In 2022, Henan's trade with the RCEP member countries increased 15.9 percent year-on-year to 255.22 billion yuan, accounting for 29.9 percent of the province's total foreign trade value. Despite the complexity of foreign trade, Henan's trade with the RCEP members in the first 4 months this year reached 77.82 billion yuan, with a growth rate of 8.4 percent, higher than the provincial average. Particularly, its trade with the ASEAN countries saw a robust growth to 35.47 billion yuan, with a year-on-year rise of 25.8 percent.
RCEP区域大市场正成为河南最重要的海外贸易新兴市场之一。2022年全年，河南对RCEP成员国进出口2552.2亿元，同比增长15.9%，进出口额在全省外贸总盘子中的比重提升至29.9%。今年以来，面对复杂的外贸形势，前4个月，河南对RCEP成员国进出口778.2亿元，增速依然达到8.4%，高于全省外贸总体增速，尤其是对东盟国家进出口354.7亿元，同比增长高达25.8%，动力强劲。
"Preferential policies, tariff reduction in particular, provide local enterprises more opportunities," said a source from Zhengzhou Customs. From January last year to this May, Zhengzhou Customs has issued 7,480 RCEP certificates of origin for goods claimed to be worth more than 3 billion yuan. Under the RCEP, the local enterprises have enjoyed a tariff reduction of 2.177 million yuan.
“政策利好尤其是关税减免，为更多豫企进入协定成员国带来新机遇。”郑州海关有关人士介绍，去年起至今年5月，郑州海关共签发RCEP原产地证书7480份，货值超30亿元，全省企业共获得关税减免217.7万元。
The Philippines is one of Henan's important trading partners. In the first 4 months, Henan's trade with the Philippines totaled 1.94 billion yuan, climbing 113.9 percent year-on-year. It is foreseeable that such trade volume will show steady upward trend in the future. Under the RCEP, 91.3 percent of cargo traded between China and the Philippines will be exempt from tariffs, which is bound to heat up bilateral economic and trade exchanges.
最后一个加入“朋友圈”的成员国菲律宾，是河南重要的贸易伙伴。今年前4个月，河南与菲律宾的外贸额达19.4亿元，同比增长113.9%。可以预见的是，这种增长将持续提升。在RCEP框架下，菲律宾对我国承诺的零关税商品比例高达91.3%，无疑将促进双方经贸大幅升温。（中文来源/河南日报 记者/孙静 编译/杨佳欣 审校/丁岚）
