Henan to build intl trade 'Single Window' platform version 3.0
河南国际贸易“单一窗口”开启3.0版
The 3rd phase of China (Henan) International Trade "Single Window" platform is to kick off construction, aiming to enhance customs clearance efficiency and smart port management capacity through innovation, said a source from Henan E-Port Co Ltd on July 13. The 3rd version operation is expected to serve nearly 80 thousand enterprises, an increase of over 10 percent compared with the current figure, providing stronger support for Henan's foreign trade in both quality and quantity.
7月13日，记者从河南电子口岸有限公司获悉，河南国际贸易“单一窗口”将启动3.0版项目建设，通过多个领域的创新突破，让通关再提速、口岸治理更智慧，实现服务企业数量增长10%以上、达到近8万家，为全省外贸扩量提质提供更加坚实的支撑。
As a project of strategic importance for port development, Henan's "Single Window" platform has finished its 1st and 2nd phase of construction since its debut in December, 2016. So far, the "Single Window" platform has covered all the special customs oversight areas across the province, such as comprehensive bonded zones and bonded logistics centers. Besides, its service has covered all the functional ports, such as ports at airports and railway stations. Now, a total of 142 online services covering the whole customs clearance process are available on the platform, attracting more than 40 thousand enterprises to register and providing services to more than 70 thousand upstream and downstream enterprises. It is worth noting that Henan's "Single Window" platform now ranks at the forefront of China in terms of business volume, efficiency and quality, becoming a link between Henan and the world.
作为全省口岸建设的一项战略性、基础性工程，河南国际贸易“单一窗口”自2016年12月上线以来，已相继完成一期、二期项目建设。在覆盖范围上，连通了包括综保区、保税物流中心等在内的全省所有海关特殊监管区域，以及包括航空、铁路口岸等在内的全省各类功能性口岸；在功能范围上，上线各类业务142项，实现了企业通关业务的“一网通办”，目前已吸引4万余家企业入驻，服务上下游企业7万余家。平台业务规模、运营效能和服务水平均居全国同类型平台第一方阵，成为河南与世界贸易联通的“门户”。
According to Cheng Huiwen, general manager of Henan E-Port, with Henan's opening-up picking up steam, high-level opening-up sets higher requirement for digital service capability. The 3rd phase will take big data innovation application as the main task focusing on such services as customs clearance, port management and decision making, thus making port management, operation and service more intelligent and providing stronger support for digitization of government policy-making and enterprise development.
河南电子口岸有限公司总经理程会文介绍，随着全省开放能级的提升，高水平对外开放对数字化服务能力的要求也越来越高，3.0版“单一窗口”以大数据创新应用为主线，建设集“通关服务、口岸治理、决策服务”等于一体的“三大体系”，推动口岸监管、运行、服务更加智能化，对政府决策及企业发展的数字化提供更强支撑。
