Henan embraces a new TIR road freight route

积极融入“一带一路” 豫企再拓TIR国际物流新线路

This year marks the 10th anniversary of the Belt and Road Initiative proposed by China. Recently, Central China's Henan province opened a new channel for further participating in the construction of the Belt and Road. About 10 pm on October 8, two TIR trucks carrying Chinese tea leaves from Henan province arrived in Tashkent, the capital of Uzbekistan, marking the successful launch of the China-Kyrgyzstan-Uzbekistan TIR freight route.

在共建“一带一路”倡议提出十周年之际，河南省企业又打通一条融入“一带一路”的新通道。北京时间10月8日晚10时许，两辆悬挂豫A牌照、满载中国产茶叶的TIR国际公路运输车辆，缓缓驶入乌兹别克斯坦首都塔什干，标志着“中国—吉尔吉斯斯坦—乌兹别克斯坦”TIR国际公路运输线路成功开通。

On March 27, a TIR truck with a Henan license plate finished its first round trip between Moscow of Russia and Zhengzhou of Henan province, marking the first-time realization of two-way TIR transports in China.

今年3月27日，一辆豫A牌照TIR货车从俄罗斯莫斯科返程抵达郑州航空港区，意味着全国首票“中国车”TIR国际公路运输业务实现进出境双向互联互通。

The TIR is a global convenient customs clearance system forcross-border e-commerce cargo transportation, based on the International Road Transportation Convention. According to Liu Bin, head of the Logistics Monitoring Section of Xinzheng Customs, "Vehicles under the TIR agreement will receive one-stop transportation service without any requirement forcargo unloading or reloading throughout the journey. Enjoying exemption from unpacking inspection as well as tax and custom deposit, cargo with correct TIR certifications and intact customs seals could go through customs directly. Besides, the TIR agreement could help cut the transportation costs by 38 percent and save transportation time by 58 percent. Being flexible in transportation and convenient in cargo handling, the TIR system realizes one-stop and door-to-door cargo freight service."

TIR系统是根据联合国《国际公路运输公约》规定，基于国际跨境货物运输领域的全球性海关便利通关系统。“相较传统公路运输，TIR运输模式全程不倒装不卸货。通关过程中，核对TIR证信息、检查车辆海关封志无误的，不需查验，免缴担保金。不仅比海运、铁路时效快，比空运价格低，TIR模式公路运输还可以实现‘门到门’‘点对点’，具有机动灵活、装卸方便等特点，据测算最高可节省58%的运输时间和38%的运输成本。”新郑海关物流监控科科长刘宾说。

The further development of TIR in Henan will make the logistics of Central China's foreign trade more smooth. Henan will not only increase the frequency and number of trucks on the existing base, but open new TIR routes to Laos and Belarus.
