全国首单TIR大件货物从郑州发车
At about 10:40 a.m. on March 11, China's first TIR truck for oversized cargo left Xinzheng Comprehensive Bonded Zone located in Zhengzhou Airport Economy Zone for Tashkent, the capital of Uzbekistan. The truck will leave China from the Erkeshtam port of Xinjiang and reach its destination before March 21 via Kyrgyzstan.

The TIR system is a global customs facilitation system in the field of cross-border cargo transportation, which is established based on the Convention on International Transport of Goods Under Cover of TIR Carnets (also known as the TIR Convention) of the United Nations.
TIR系统是根据联合国《国际公路运输公约》规定,建立的国际跨境货物运输领域的全球性海关便利通关系统。
According to Xie Weiguang, general manager of Henan Ruichi Logistics Co., Ltd., the 2,590 mm-wide oversized cargo is a core control unit for the largest glass production line under construction in Uzbekistan, about 238 mm wider than a standard TEU, but the TIR truck can solve the problem.
河南瑞驰物流有限公司总经理谢伟光介绍,本次TIR运输发运的货物为乌兹别克斯坦在建最大的玻璃制品生产线核心控制单元,货物实际宽度为2590毫米,超过标准集装箱内部尺寸宽度(2352毫米),属于大件货物,无法使用集装箱进行运输,但用特殊的TIR车辆恰好解决了这一难题。
The oversized cargo was usually transported by road in the past without streamlined customs checks across transit countries, which needed to be loaded and unloaded several times at different customs throughout the journey. It took at least 25 days to deliver an oversized cargo from Henan to Tashkent.
以前,超出集装箱尺寸范围的大件货物一般采用普通公路运输的方式。但传统运输方式不能“一站到底”,每次出关、入关,都要经历申报查验、吊装换车等繁琐程序,从河南发往塔什干的货物至少要25天才能交付到客户手中。
However, the oversized cargo transported by a TIR truck does not need to go traditional customs clearance procedures. Now, at the TIR countries, the local customs only need to check the TIR certificate and customs seals of the departure city.
而TIR大件运输,在启运地进行海关加封并签注TIR证后,过境TIR缔约国时,当地海关仅需核对TIR相关信息,检查车辆海关封志,无需开厢查验即可放行。
Now, the logistics time of the oversized TIR cargo from Henan to Tashkent has been reduced to about 10 days and the logistics cost by 10 percent to 15 percent. "Besides, the TIR's 'door-to-door' service has greatly reduced the damage rate of the oversized cargo, especially the precise ones," said Ouyang Liangyuan, deputy director of Xinzheng Customs.
TIR大件货物运输时间大为缩短,如今从河南到塔什干仅需10天左右,成本可降低10%—15%。“此外,某些大件货物极其精密,TIR运输全程‘不折腾’,极大降低了货物的安全风险。”新郑海关副关长欧阳亮元说。
Henan joined the TIR freight initiative in last February, and opened China's first two-way TIR freight route highlighted by Chinese trucks within a short time. Over the past year, Henan supervised almost 70 percent of TIR freight businesses undertaken by Chinese trucks, providing a new international logistics choice for more than 120 foreign trade enterprises.
