Central China's 1st TIR frozen meat arrives in Henan from Russia

俄罗斯冻凤爪乘TIR到河南 系中部地区首票冻肉类TIR进口业务

 

On the evening of March 28, a TIR truck carrying 21 tons of frozen chicken feet arrived at Xinzheng Comprehensive Bonded Zone of Zhengzhou Airport Economy Zone after an 8-day traveling of 11 thousand kilometers from the Russian city of St. Petersburg, marking the first frozen meat imported via a TIR truck in Central China.

3月28日傍晚，一辆载着21吨冷冻鸡爪的TIR车辆，经过8天、1.1万公里的跋涉，从遥远的俄罗斯圣彼得堡市来到郑州航空港经济综合实验区，驶入郑州新郑综合保税区，完成中部地区首票冻肉类TIR进口业务。

 

The TIR system is a global customs facilitation system in the field of cross-border cargo transportation, which is established based on the Convention on International Transport of Goods Under Cover of TIR Carnets (also known as the TIR Convention) of the United Nations. Featuring cost-effectiveness and flexibility, it could provide preclearance and “door-to-door” services with reduced turnaround time.

TIR系统是根据联合国《国际公路运输公约》建立的国际跨境货物运输领域的全球性海关便利通关系统，具有通关手续前置、周转速度快、性价比高、机动灵活、可实现“门对门”运输等特点。

According to Qiu Xiaojuan, operation manager of Zhengzhou Hongyi Transportation Co., Ltd., the TIR trucks do not need to go through traditional customs clearance procedures in the contracting countries. The local customs only need to check the TIR certificate and customs seals of the departure city. Therefore, the temperature within the containers can be controlled. At the same time, the reduced customs checks and logistics time from 12 days to 8 days help enhance transportation efficiency and reduce the damage rate of the frozen cargo.

据郑州弘依运输有限公司运营经理仇晓娟介绍，TIR运输车辆过境TIR缔约国时，当地海关仅需核对TIR相关信息，检查车辆海关封志，无需开厢查验即可放行，实现了全程温度可控。与此同时，中间环节的减少，也把此次运输时间从12天压缩到8天，大幅提高了运输时效，降低了冷冻货物运输过程中的安全风险。

 

"Giving full play to our advantages and roles, we will provide assistance to enterprises in expanding their businesses, and work to import more frozen meat," said Ji Dakai, senior port economy commissioner of the Integrated Bonded Zone and Port Services Bureau of Zhengzhou Airport Economy Zone, adding that the bureau is collaborating closely with the customs, transportation and other departments to encourage enterprises to enrich the TIR logistics modes and cargo categories, thus constantly expanding the strength of Zhengzhou Airport Economy Zone in TIR services.
