Marking China's first TIR transport business of fresh-cut flowers

At 12:37 p.m. on July 8, a TIR truck loaded with 23 varieties of 133,000 fresh-cut flowers, such as roses, lilies, carnations and sunflowers, departed from Zhengzhou Xinzheng Comprehensive Bonded Zone of Zhengzhou Airport Economy Zone, Central China's Henan province, heading to Moscow, Russia.

玫瑰、百合、康乃馨、向日葵……7月8日12时37分，在郑州航空港经济综合实验区，一辆TIR运输车辆载着23个品种、13.3万枝（把）鲜切花驶出郑州新郑综合保税区，前往俄罗斯莫斯科。

"Weighing approximately 10 tons and valued at 372,000 yuan, the cargo is expected to reach its destination within 10 days, traveling about 10 thousand kilometers," said Guo Lichao, head of the Port Management Bureau of Zhengzhou Airport Economy Zone, "marking the first TIR cold-chain export service of Henan and the first TIR transport business of fresh-cut flowers in China".

“货重约10吨，货值37.2万元，全程约1万公里，耗时10天左右。”郑州航空港区口岸管理局局长郭利超告诉记者，这是河南发出的首单TIR冷链出口业务，也是全国首票TIR承运鲜切花业务。

Fresh-cut flowers have very high requirements for transportation conditions and efficiency. Previously, most Chinese exports of fresh-cut flowers to Russia were undertaken by air.

鲜切花对运输环境、运输时效有着极高要求，此前中国鲜切花出口俄罗斯大都采用“打飞的”的形式。

"To ensure the quality of fresh-cut flowers, we use advanced refrigerated vehicles with temperature controlled between 2 to 6 degrees Celsius throughout the whole journey." According to Sun Yuanfeng, head of Zhejiang Sanshun Logistics Technology Co., Ltd. Undertaking this transport mission, compared to air transport, TIR transport costs have decreased by over 60 percent, making the prices of Chinese fresh-cut flowers in Russia more affordable.

“为保证鲜切花的质量，我们采用性能先进的冷藏车辆，全程温度控制在2摄氏度—6摄氏度。”浙江三顺物流科技有限公司承担此次鲜切花运输任务，企业负责人孙元峰说，和航空运输相比，TIR运输成本下降了六成多，将让中国鲜切花在俄罗斯的价格变得更“亲民”。

Advantages in transportation costs makes TIR a highly competitive platform for exporting fresh-cut flowers. Traders from Fujian have reached a long-term export agreement with Zhejiang Sanshun Logistics Technology Co., Ltd. to export fresh-cut flowers to Russia at a frequency of three times/trucks per week. The annual export volume is expected to reach nearly 150 times/trucks, total value exceeding 50 million yuan.

运输成本优势让TIR成为极具竞争力的鲜切花出口载体。据了解，货源地福建客商与浙江三顺达成长期出口协议，将以每周3车的频次向俄罗斯运送鲜切花，全年出口累计可达近150车，总货值超5000万元。

The TIR system is a global cross-border goods transit and customs clearance facilitation system based on the International Convention on the Harmonization of Frontier Controls of Goods. Vehicles with TIR certification can enjoy seamless cross-border transportation between TIR member countries under a single administrative document. So far, Henan has launched a total of 13 international highway transportation routes directly connecting Zhengzhou to Russia, Uzbekistan and three other countries, basically forming an international highway transportation network extending northwards, southwards, and westwards.

TIR系统是在《国际公路运输公约》基础上建立的全球跨境货物运输便利通关系统。持有TIR证、经批准的车辆，可在TIR实施国之间实现一单到底的跨境运输。目前，河南已累计开通郑州直达俄罗斯、乌兹别克斯坦等5个国家的13条国际公路运输线路，初步形成“北上、南下、西进”的国际公路运输网络。

"In the first half of this year, Zhengzhou Customs supervised 199 international highway vehicles with a cargo value of 270 million yuan, marking increases of 82.6 percent and 87.6 percent respectively compared to the year of 2023. Specifically, there were 119 TIR vehicles with a cargo value of 110 million yuan, representing increases of 9.2 percent and 62.9 percent respectively compared to the year of 2023." Zhao Ming, head of Xinzheng Customs, told the reporter.
