Henan issues its first China-Serbia FTA Certificate of Origin
河南省签发首份中塞自贸协定原产地证书
On July 1, the China-Serbia Free Trade Agreement officially entered into force. On that day, Xuchang Customs, affiliated to Zhengzhou Customs, issued a China-Serbia Free Trade Agreement Certificate of Origin for a shipment of beeswax panels exported to Serbia by Changge Hengfa Trading Co., Ltd. It is the first China-Serbia Free Trade Agreement Certificate of Origin issued in Henan after the agreement officially took effect.
7月1日，中国—塞尔维亚自由贸易协定正式生效实施。当日，郑州海关所属许昌海关为长葛市恒发商贸有限公司出口至塞尔维亚的一批黄蜂蜡板签发了中塞自贸协定原产地证书。这是协定正式生效后，河南省签发的首份中塞自贸协定原产地证书。
"With this Certificate of Origin, beeswax panels worth 440,000 RMB exported to Serbia will enjoy a tariff reduction of approximately 22,000 RMB during local customs clearance. It is estimated that it will help us save about 150,000 RMB in tariffs annually on beeswax products exported to Serbia. This is a real and tangible benefit for us." According to Deng Hongfang, foreign trade manager of Changge Hengfa Trading Co., Ltd., "The implementation of the China-Serbia Free Trade Agreement will further extend our commodities into the Serbian and international markets. The tariff reductions will significantly enhance the competitiveness of our products overseas."
“凭这份原产地证书，货值44万元的黄蜂蜡板出口到塞尔维亚，在当地通关时可减让关税约2.2万元，预计公司全年出口到塞尔维亚的蜂蜡产品可节省关税约15万元。这对我们来说是实实在在的优惠。”长葛市恒发商贸有限公司外贸部经理邓红方说，“中塞自贸协定的实施，将进一步助力我们拓展塞尔维亚及海外市场，关税减让也将显著提升产品海外竞争力。”
It is worth noting that the China-Serbia Free Trade Agreement is the first free trade agreement signed between China and the country of Central and Eastern Europe.
值得关注的是，中塞自贸协定是中国与中东欧国家签署的第一个自贸协定。
According to the tariff reduction arrangement, China and Serbia will gradually eliminate tariffs on approximately 90 percent of tariff lines for each other. Specifically, more than 60 percent of these tariff lines had tariffs immediately eliminated on the day the agreement took effect. Afterwards, when China exports cars, photovoltaic modules, lithium batteries, machinery and equipment, refractory materials, and some agricultural and water products to Serbia, Serbian import tariffs, currently ranging from 5 percent to 20 percent, will gradually be reduced to zero. At the same time, when products such as generators, electric motors, tires, beef, wine, and nuts from Serbia enter the Chinese market, Chinese import tariffs, currently ranging from 5 percent to 20 percent, will also be gradually reduced to zero.
根据关税减让安排，中塞双方将分别对约90%的税目逐步相互取消关税，其中，超过60%的税目在协定生效当天立即取消关税。协定生效后，中国出口的汽车、光伏组件、锂电池、机械设备、耐火材料以及部分农水产品等进入塞尔维亚市场时，塞方进口关税将从目前的5%至20%，逐步削减至零。同时，塞尔维亚的发电机、电动机、轮胎、牛肉、葡萄酒、坚果等产品进入中国市场时，中方进口关税也将从目前的5%至20%，逐步削减至零。
For Henan enterprises, import tariffs on products such as frozen boneless beef and wine imported from Serbia will gradually be reduced. Additionally, agricultural products, chemicals, textile materials, electromechanical products, and automobiles exported from Henan to Serbia will also benefit from the agreement.
就河南省而言，河南省企业从塞尔维亚进口的冻藏去骨牛肉、葡萄酒等产品进口关税将逐步削减。另外，河南省出口至塞尔维亚的农产品、化学品、纺织原料、机电产品以及汽车等也将受益。
"To assist foreign trade enterprises in Henan to enjoy policy benefits, we have identified 18 major categories of products and nearly one hundred key enterprises within the province that are eligible for preferential treatment." According to Zhang Min, head of the Tariff Department of Zhengzhou Customs, "We will continue to intensify efforts in promoting the tariff preferential policies under the China-Serbia Free Trade Agreement, thereby assisting foreign trade enterprises in enjoying benefits and expanding overseas markets."
