"The online system allows users to complete various operations, such as supplementary declarations and tax payments. Once the customs review is approved, tax payment can be processed online, all without any fees." On January 6, Mr. Tian, the recipient of an international mail item, completed the process with the remote directions from officers at Zhengzhou Post Office Customs, by using the one-stop platform for inbound and outbound mail services. "It's much more convenient than handling it at the counter or through an agent," Mr. Tian said.
“线上就能完成邮件补充申报、缴税等多项操作，海关审核通过后进行邮件缴税放行，而且没有手续费。”1月6日，国际邮件收件人田先生在郑州邮局海关工作人员的远程指导下，通过进出境邮件“一站式”办理平台完成了业务办理。“比到窗口办理或委托企业代办方便多了。”田先生说。
On January 1, the one-stop platform for inbound and outbound mail services began its trial operation, with Zhengzhou and five other places nationwide as pilot sites. The platform aims to streamline the handling of inbound international mail, providing integrated services and a one-stop solution to meet the needs of public, and eliminating the unnecessary business procedures.
1月1日，进出境邮件“一站式”办理平台开启试运行，并在全国范围内选择郑州海关等6地作为试点，推动进境国际邮件实现业务办理一触即达、政策服务一键匹配、群众需求一站满足，着力解决办业务需跑腿的问题。
"The functions are now available on six platforms, including the 'Single Window' for international trade and 'Internet + Customs', and users can log in through any of these portals for full services, including mail inquiries, supplementary declarations, tax payments, tax refunds, and return shipment applications," said Wang Lei, head of the General Affairs Department at Zhengzhou Post Office Customs. Previously, when handling inbound mail services, users had to submit supplementary declaration materials to the business side, which would then forward them to customs for review. After the trial operation of the inbound and outbound mail one-stop platform, the intermediate steps were eliminated, enabling direct communication between the sender and customs, while saving a 30-yuan supplementary declaration agency fee.
“国际贸易‘单一窗口’、‘互联网+海关’等6个平台均开设有‘邮件一站式’办理专区，用户可选择任一入口登录，实现邮件查询、补充申报、缴税、退税、申请退运等功能的全流程线上办理。”郑州邮局海关综合业务科负责人王磊说，以前办理进境邮件业务，用户要先补充申报资料提交给企业端，通过企业再转到海关进行审核。进出境邮件“一站式”平台试运行后，省去了中间环节，实现用邮人与海关点对点对接，并节省30元的补充申报委托费用。
Since the platform's debut, as of 12:00 noon on January 6, Zhengzhou Post Office Customs has processed 200 supplementary declarations for inbound mail.
自该平台运行以来，截至1月6日中午12点，郑州邮局海关已受理进境邮件“补充申报”200票。
In recent years, Henan has consistently deepened mail supervision reforms, continually improving the efficiency of customs clearance for inbound and outbound mail. In 2024, Zhengzhou Post Office Customs supervised a total of 5.609 million inbound and outbound mail items, marking an 8.4% year-on-year increase. Among them, 4.3 million were outbound mail items, reflecting a 14.5% year-on-year growth. "This time, Zhengzhou was selected as a pilot site for the trial operation of the one-stop platform for inbound and outbound mail services, making it possible to handle all mail-related procedures online, which has further enhanced the efficiency and convenience of inbound and outbound mail customs clearance," said an official from Zhengzhou Customs.
近年来，河南持续深化行邮监管改革，不断提升进出境邮件通关效率。2024年，郑州邮局海关累计监管进出境邮件560.9万件，同比增长8.4%；其中监管出境邮件430万件，同比增长14.5%。“这次郑州入选进出境邮件‘一站式’办理平台试运行试点，让河南进出境邮件全业务实现了‘掌上办’，进一步提升了进出境邮件通关效率和便利化水平。”郑州海关有关负责人说。（中文来源/河南日报 记者/王歌 编译/杨佳欣 审校/焦丹 赵汉青）
