Nearly 600 Henan enterprises benefit from RCEP over past 3 years

RCEP实施三年来，政策红利持续释放

近六百家豫企享惠超六亿元

On January 1, 2025, the Regional Comprehensive Economic Partnership (RCEP) welcomed its third anniversary. Over the past three years, tariff rates among the RCEP member countries have been gradually reduced, and the policy dividends have been steadily unleashed. So far, Zhengzhou Customs has issued more than 18,000 RCEP Certificates of Origin, helping 599 foreign trade enterprises enjoy a total tariff reduction of 660 million yuan, according to the local authority on January 27. Goods benefiting from the RCEP preferential tariffs in Henan have reached 7.33 billion yuan.

2025年1月1日，《区域全面经济伙伴关系协定》（RCEP）生效满三年。三年来，各成员国关税税率逐年削减，政策红利持续释放。1月27日，记者从郑州海关获悉，截至目前，该海关共签发RCEP原产地证书1.8万余份，助力599家进出口企业累计享受关税优惠6.6亿元，河南省RCEP项下进出口享惠货值73.3亿元。

Also known as "paper gold", the RCEP Certificate of Origin enables export products to enjoy tariff preferences abroad. With the assistance of Zhengzhou Customs, an increasing number of Henan enterprises are making full use of this "golden paper" to expand their presence in the global market. Take Henan Zhongheng International Trade Co., Ltd. as an example - over the past three years, the company has applied for 815 RCEP certificates from Zhengzhou Customs, ranking first in the province. "By actively applying for RCEP certificates, we have better maintained relationships with international clients and strengthened our presence in overseas markets," said Hao Jia, the company's foreign trade director.

作为出口产品在国外享受关税优惠待遇的凭证，RCEP原产地证书也被誉为“纸黄金”。在郑州海关帮助下，越来越多豫企用足用好这张“黄金纸”布局全球市场。以河南中横国际贸易有限公司为例，过去三年，该企业共向郑州海关申领了815份RCEP证书，数量位居全省第一。“通过积极申领RCEP证书，我们更好地维护了国际客户关系、稳固了海外市场。”该公司外贸负责人郝佳介绍。

With tariffs among the RCEP member countries decreasing year by year, Henan enterprises have gained greater confidence in both sourcing and expanding into global markets. "From 10% to 8.1%, a 1.9-percentage-point reduction over three years has enabled us to import more high-quality foreign products," said Zeng Yiyang, the foreign trade manager of Xinxiang Chemical Fiber Co., Ltd., adding that from 2022 to 2024, the company's preferential imports from Japan exceeded 200 million yuan, with a total tariff reduction of 2.68 million yuan.

RCEP成员国间关税逐年递减，让豫企“进货”“出海”底气更足。“从10%到8.1%，三年降低了1.9个百分点，让我们有能力进口更多国外优质产品。”新乡化纤股份有限公司外贸经理曾奕玚告诉记者，2022年至2024年，该公司自日本享惠进口货值突破2亿元，累计享受关税优惠268万元。

Not only has RCEP created more business opportunities for regional enterprises, but it has also strengthened economic and trade exchanges among member countries. According to Zhengzhou Customs, in 2024, Henan's trade volume with the RCEP member countries reached 240.23 billion yuan, marking a 9.6% increase compared to 2021, before the agreement took effect. 

不仅为区域内企业带来更多商机，RCEP也推动了成员国间的经贸往来。记者从郑州海关了解到，2024年，河南省与RCEP成员国贸易额2402.3亿元，较协定生效前的2021年增长了9.6%。

"For the first time, China and Japan have reached a bilateral tariff reduction arrangement through RCEP, with over 80% of products eventually enjoying zero tariffs. Over the past three years, nearly 90% of the RCEP certificates issued by Zhengzhou Customs were for exports to Japan," said the head of the Tariff Department at Zhengzhou Customs.
