China's first 'TIR + bonded' operations launched in Henan

全国首批“TIR+保税”业务落地河南

On January 15, a TIR transport vehicle loaded with bonded goods departed from the Zhengzhou Xinzheng Comprehensive Bonded Zone (hereinafter referred to as ZXCBZ) in Zhengzhou Airport Economy Zone (ZAEZ) after completing customs procedures, heading for Ivanovo, Russia at full speed. This marks the first "bonded + TIR" shipment dispatched from the Henan Assembly Center for International Road Transport, as well as one of the first such services nationwide.

1月15日，一辆满载保税货物的TIR运输车辆经海关办结手续后，驶出位于郑州航空港经济综合实验区的郑州新郑综合保税区，加速驶向俄罗斯伊万诺沃市——这是国际公路运输河南集结中心开出的首票“保税+TIR”业务，也是全国首批“保税+TIR”业务。

What does the approval of TIR for bonded goods transport actually mean?

TIR获准运输保税货物，到底意味着啥？

TIR (Transports Internationaux Routiers) is a convenient cross-border transport clearance mechanism under the UN framework. Vehicles holding a TIR Carnet can clear customs smoothly among 78 contracting parties, with inspections only required at the place of departure and destination without unpacking en route, significantly cutting down customs clearance time.

TIR（国际公路运输公约）是联合国框架下的跨境运输便捷通行机制，持有TIR证书的车辆可在78个缔约方之间便捷通关，全程仅需在起运地与目的地接受查验，中途无需开箱检查，大幅压缩通关耗时。

"Bonded enterprises in XCBZ now have an additional convenient and efficient overseas logistics channel besides international air transport, China-Europe freight trains, and rail-sea intermodal transport," said Ji Dakai, Senior Economic Specialist of the Port Administration Bureau of ZAEZ. Under the "bonded + TIR" model, goods can complete the full-process procedures including consolidation, warehousing and customs declaration in one stop within ZXCBZ, and reach the destination directly with a single TIR Carnet. This drastically reduces both transport time and overall logistics costs, making it particularly suitable for shipping high-value-added and time-sensitive goods such as electronic components and precision instruments.

“新郑综保区里的保税企业在国际航空、中欧班列、铁海联运之外，多了一条方便快捷的出海物流新通道。”郑州航空港区口岸管理局高级经济专员季大凯说，通过“保税+TIR”模式，货物可在郑州新郑综合保税区内一站式完成集拼、仓储、报关等全流程手续，凭单张TIR证书即可直达目的地，运输时间和综合物流成本都大幅降低，特别适配电子配件、精密仪器等高附加值、高时效性货物运输需求。

In addition, the "bonded + TIR" model will attract enterprises with both bonded and international road transport demands to gather in the bonded zone. This will diversify the industrial ecosystem of XCBZ, promote its high-quality development, and boost the rise of Henan as a highland of opening-up.

此外，“保税+TIR”模式还可促进既有保税需求又有国际公路运输需求的企业向综保区集聚，丰富新郑综保区产业业态，推动综保区高质量发展，助力我省对外开放高地加速崛起。

The "bonded + TIR" model brings significant benefits to XCBZ, while the integration of bonded services will also inject impetus into the accelerated development of Henan's TIR industry.

“保税+TIR”模式给新郑综保区带来重大利好，保税“芯片”的植入也将为河南TIR加速快跑注入动力。

ZAEZ is a vital birthplace and industrial highland for TIR cross-border road transport business.

郑州航空港是TIR跨境公路运输业务的重要发源地和产业高地。

On February 20, 2023, the Zhengzhou-Moscow TIR cross-border road freight route was officially launched, marking "Chinese certificates" and "Chinese vehicles" traveling abroad for the first time. This marked Henan's official opening of a "new logistics corridor across the Eurasian Continent" and China's first true realization of interconnected cross-border road transport.

2023年2月20日，郑州至莫斯科TIR跨境公路货运线路正式开通，“中国证”“中国车”首次驶出国门，标志着河南正式打通“亚欧大陆物流新通道”，是我国首次真正意义上实现跨境道路运输互联互通。

In July 2024, the China-Europe Trans-Caspian Direct Express was launched. Among the five Chinese enterprises fully participating in its inaugural operation nationwide, two were from ZAEZ, placing Henan's TIR operations at the center of the international stage.

2024年7月，中欧跨里海直达快运开通，全国5家全程参与中欧跨里海直达快运首发行动的企业中，郑州航空港独占其二，让河南TIR站在国际舞台的“C位”。

ZAEZ's TIR operations have also achieved multiple national firsts, including the first TIR shipment of over-sized cargo and the first TIR transport of fresh-cut flowers in China.

郑州航空港TIR还曾创下全国首票TIR大件货物运输、全国首票TIR运输鲜切花业务等多项全国第一……

"The Henan Assembly Center for International Road Transport is generally developing well, but it faces new situations and challenges," said Ji Dakai. Uneven seasonal demand for transport capacity and a relative shortage of local cargo sources have become constraints on the development of Henan's TIR industry.

“国际公路运输河南集结中心发展形势总体向好，却也面临新情况、新问题。”季大凯说，淡旺季运力需求不均、本地货源相对不足，正成为河南TIR产业发展的制约因素。

The "bonded + TIR" model may offer a new solution to these issues. In 2025, the XCBZ recorded a total import and export value exceeding 460 billion yuan, ranking among the top comprehensive bonded zones in China. Its strong demand for transport capacity can provide Henan's TIR operations with substantial and stable source of local cargo, addressing practical challenges such as difficulties in cargo organization, low supply-demand matching efficiency and high comprehensive transport costs.

“保税+TIR”模式可能为这些问题带来“新解法”——新郑综保区2025年进出口总值超4600亿元，位居全国综保区前列，有着极强的运力需求，可以为河南TIR提供大量稳定的本地货源，一举解决货源组织困难、供需匹配效率低、综合运输成本高等现实挑战。

Meanwhile, the model will help TIR enterprises transform from pure logistics providers into enterprises engaged in both logistics and import-export trade, expand and strengthen through "transport-trade integration", and enhance the resilience and competitiveness of industrial and supply chains.

与此同时，“保税+TIR”模式还有助于TIR企业从单纯的物流运输企业向兼顾进出口贸易的企业转型，以“运贸一体化”的方式做大做强，提升产业链供应链韧性和竞争力。

Currently, as a key national international logistics hub, ZAEZ has opened 22 TIR routes directly connecting to 9 countries including Russia, Uzbekistan and Georgia. It has attracted 47 domestic and international TIR transport enterprises to set up operations here, providing cross-border logistics services for more than 1,300 import and export enterprises in 25 provinces and cities nationwide.

目前，郑州航空港作为全国重要国际物流枢纽，已开通直达俄罗斯、乌兹别克斯坦、格鲁吉亚等9个国家的22条TIR运输线路，吸引了47家国内外TIR运输企业落户开展业务，为全国25个省市1300余家进出口企业提供跨境物流服务。

"The launch of the 'bonded + TIR' model further enriches ZAEZ's multimodal transport system encompassing air, land, digital and sea services. It not only builds an efficient channel for 'Made-in-Henan' products to reach global markets, but also facilitates the smooth entry of high-quality goods from Central Asia, Europe and other regions into Henan, providing two-way empowerment for the construction of an inland opening-up highland," said Ji Dakai. He added that ZAEZ will continue to increase international road transport routes, cultivate and expand local TIR operators, extend the "bonded + TIR" model to cross-border e-commerce and cold chain logistics, strive to create a replicable and promotable innovative model for inland international logistics, contributing more "TIR strength" to the joint construction of the Belt and Road Initiative through the high-quality development of port economy.
