The fourth session of the 14th Henan Provincial People's Congress kicked off on January 26. Governor Wang Kai delivered the Government Work Report.

The report outlines the main targets for 2026. Economic growth is projected at around 5 percent, aiming to achieve even better results. The added value of industrial enterprises above designated size is expected to grow by around 6.5 percent, while fixed-asset investment is projected to increase by about 5 percent. Total retail sales of consumer goods are anticipated to rise by around 5.5 percent. Foreign trade will focus on stabilizing volume and enhancing quality. General public budget revenue is projected to rise by about 4 percent. The surveyed urban unemployment rate is expected to remain around 5.5 percent, with over 1.1 million new urban jobs to be created. The consumer price index is set at around 2 percent, and residents' income growth will keep pace with economic growth. Grain output is targeted at over 65 million tonnes, with efforts to surpass last year's. Carbon dioxide emissions per unit of GDP will align with the goals of China's 15th Five-Year Plan.
