Economic Growth
经济增长
Economic growth is projected at around 5 percent. The added value of industrial enterprises above designated size is expected to climb by around 6.5 percent, while fixed-asset investment is projected to increase by about 5 percent. Total retail sales of consumer goods are anticipated to rise by around 5.5 percent. General public budget revenue is projected to grow by about 4 percent.
经济增长5%左右，规上工业增加值增长6.5%左右，固定资产投资增长5%左右，社会消费品零售总额增长5.5%左右，一般公共预算收入增长4%左右。
Science and Technology Innovation
科技创新
The deep coverage of 5G-Advanced (5G-A) ultra-broadband networks in key application scenarios will be enhanced, along with the establishment of 10 provincial-level data industry parks, 200 intelligent workshops and smart factories. The digital economy is expected to reach RMB 2.5 trillion.
推进5G-A超宽带网络重要场景深度覆盖，建设10个省级数据产业园，新建200个智能车间、智能工厂，数字经济规模2.5万亿元。
Opening-Up
对外开放
To enhance the logistics network, Henan will expand China Railway Express routes with a target of 4,000 trips, upgrade the Zhengzhou International Air Logistics Hub, and expedite the construction of 10 national logistics hubs, including the China Post International Air Hub and that in Luoyang.
推动中欧(亚)班列拓线扩量、开行4000班次；提升郑州国际航空物流枢纽能级，加快中国邮政国际航空枢纽、洛阳等10个国家物流枢纽建设。
Rural Construction
乡村建设
Efforts will be made to establish 35 pilot zones and 1,000 model villages for rural revitalization, build or upgrade 5,000 kilometers of rural roads, set up over 30,000 village-level logistics service stations, and strengthen the supply of drinking water and electricity in rural areas.
建成35个先导区、1000个和美乡村。新改建农村公路5000公里、村级寄递物流综合服务点3万个以上，提升农村安全饮水、电网供电保障水平。
Grain Production
粮食生产
High-standard farmland construction projects will be comprehensively advanced in 66 major grain-producting counties and across 2 million mu in the eastern Plain of Henan, while more than 4 million mu of high-standard farmland will be newly built or converted.
推进66个粮食产能提升重点县和豫东平原200万亩整区域工程化建设高标准农田项目，新建改造高标准农田400万亩以上。
Green Transition
绿色转型
Efforts to protect the environment will include ecological conservation and restoration along the Yellow River wetlands, the implementation of source-control measures for soil pollution, and the enhancement of nature reserves. Additionally, existing coal-fired power projects will be retrofitted, while coal-fired units of 100,000 kW and below will be gradually retired.
建设沿黄湿地生态保护修复带，开展土壤污染源头防控行动，实施自然保护区建设提升工程，全面完成存量煤电项目优化改造，关停淘汰10万千瓦及以下燃煤机组。
People’s Wellbeing
民生改善
The surveyed urban unemployment rate is projected to be around 5.5 percent, with over 1.1 million new urban jobs expected to be created. The consumer price index is anticipated to rise by about 2 percent, and residents’ income growth will keep pace with economic growth.
城镇调查失业率5.5%左右，城镇新增就业110万人以上，居民消费价格涨幅2%左右，居民收入增长与经济增长同步。
Cultural Development
文化发展
A series of immersive experience spaces will be created, covering scenic areas, streets, and industrial heritage sites, while emerging sectors, including e-sports, trendy collectibles, cloud-based shows and exhibitions, VR films, and micro-dramas, will be actively developed.
