Main objectives for economic and social development during the 14th Five-Year Plan period (Part II)
“十四五”时期经济社会发展主要目标（二）
—The cultural soft power of Henan Province will be further enhanced. Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era will be widely embraced, core socialist values will be put into practice, and significant improvement in the intellectual, moral, scientific, cultural, and health standards of Henan citizens will be achieved. The spirits of Jiao Yulu, Red Flag Canal, the Old Man Who Moved the Mountains and the Dabieshan Mountains will be widely carried forward, and more outstanding Henan people and a positive social environment will be cultivated. The systems for public cultural services and cultural industries will be further improved, the intellectual and cultural life of Henan people will become richer. Integrated development of culture and tourism will reach a higher level. National cultural parks themed on the Great Wall, the Grand Canal, the Long March and the Yellow River will be generally completed. The influence of the Yellow River culture will be further increased, and new progress will be made in building a culturally strong province.
——文化软实力实现更大提高。习近平新时代中国特色社会主义思想深入人心，社会主义核心价值观深入践行，人民思想道德素质、科学文化素质和身心健康素质明显提高。焦裕禄精神、红旗渠精神、愚公移山精神、大别山精神广泛弘扬，出彩河南人竞相涌现，正能量更加充盈。公共文化服务体系和文化产业体系更加健全，人民精神文化生活日益丰富，文化旅游融合发展达到更高水平，长城、大运河、长征、黄河国家文化公园基本建成，黄河文化影响力充分彰显，文化强省建设取得新成效。

—New progress will be made in protecting and improving the major rivers, mountains and plains. The building of an ecological-friendly Henan will be accelerated; the ecological system will be continuously improved; the territorial space will be better developed and protected; and notable results will be achieved in a shift towards eco-friendly work and lifestyle. Energy and resources will be more rationally allocated and much more efficiently used and the proportion of coal in total energy consumption will be cut by about 5 percentage points. The total discharge of major pollutants will be consistently reduced and heavy air pollution and water bodies with bad quality surface water below Grade V and black, malodorous water bodies in the built-up areas of cities at and above the county level will be generally eliminated. Ecological corridors of rivers and lakes, ecological barriers of mountains, and farmland and urban ecosystems will take shape at a faster rate. Ecological conservation and restoration will be at the forefront of the Yellow River Basin, and the building of forest Henan will be basically completed.
——大河大山大平原保护治理实现更大进展。生态强省加快建设，生态环境持续改善，国土空间开发保护格局得到优化，生产生活方式绿色转型成效显著。能源资源配置更加合理、利用效率大幅提高，煤炭占能源消费总量比重降低5个百分点左右。主要污染物排放总量持续减少，重污染天气基本消除，劣V类水体和县级以上城市建成区黑臭水体基本消除。流域水系生态廊道、山地生态屏障、农田和城市生态系统加快形成，生态保护修复走在黄河流域前列，森林河南基本建成。

—The well-being of people will be promoted. We will increase employment and create better-quality jobs. Personal income will grow in line with economic growth and the income distribution structure will be significantly improved. The gap between urban and rural residents' living standards will be gradually narrowed, and access to basic public services will be much more equitable. The building of a strong Henan through education will be further carried forward, and the Henan people will enjoy better education opportunities. The building of healthy Henan will be pursued at a higher level, the health care system and the multi-tiered social security system will be further improved, and the living standards of our people will be markedly promoted.
——民生福祉实现更大改善。实现更加充分更高质量就业，居民收入增长与经济增长基本同步，分配结构明显改善，城乡居民生活水平差距逐步缩小，基本公共服务均等化水平明显提升，教育强省建设深入推进、全民受教育程度不断提升，健康中原建设迈向更高水平、卫生健康体系更加完善，多层次社会保障体系更加健全，人民生活品质明显提高。

—Further advances will be made in Henan's governance capacity. The implementation system of overall leadership of the party will be improved, and socialist democracy and rule of law will be further enhanced. Further progress will be made in building a law-based and peaceful Henan and social fairness and justice will be further enhanced. With the accelerated building of a service-oriented government, the performance and credibility of the government will be significantly enhanced. Social governance, especially primary-level governance, will be remarkably improved. Systems and mechanisms for forestalling and defusing major risks will be constantly improved. An all-round, three-dimensional public security net will be generally put in place. Our emergency-rescue capacity and disaster prevention, mitigation, response, and relief capacities will be continuously strengthened, and development security will be more effectively ensured.
——治理效能实现更大提升。党的全面领导落实执行体系更加完善，社会主义民主法治更加健全，法治河南、平安河南建设深入推进，社会公平正义进一步彰显，服务型政府加快建设，行政效率和公信力显著提升，社会治理水平明显提高，基层治理走在全国前列，防范化解重大风险体制机制不断健全，全方位立体化公共安全网基本形成，防灾减灾抗灾救灾能力持续提升，发展安全保障更加有力。
