New opportunities and challenges in the new stage of development
新发展阶段面临的新机遇新挑战
The world today is undergoing unprecedented major changes in a century. China is now in an important period of strategic opportunity for development, but the opportunities and challenges it faces are changing. The development of Henan Province presents new features in the current stage.
当今世界正经历百年未有之大变局，我国发展仍然处于重要战略机遇期，但机遇和挑战都有新的发展变化，我省发展呈现新的阶段性特征。

At home and abroad, the new round of technological revolution and industrial transformation is gaining momentum, and there is a profound shift in the balance of international power. The COVID-19 pandemic is exerting an extensive and far-reaching impact around the world. The world is entering a period of turbulent changes. Our country has entered a new stage of development, the new development philosophy is more deeply rooted in people's minds and the building of a new development paradigm is accelerated. More attention is paid to cultivating a complete system of domestic demand, accelerating scientific and technological self-reliance, promoting the optimization and upgrading of industrial and supply chains, promoting agricultural and rural modernization, optimizing regional economic structures, expanding high-level opening to the outside world, improving the living standards of people and safeguarding the bottom line of safe development, thus bringing new opportunities for our province to promote high-quality development.
从国内外形势看，国际力量对比深刻调整，新一轮科技革命和产业变革深入发展，新冠肺炎疫情影响广泛深远，世界进入动荡变革期。我国进入新发展阶段，新发展理念更加深入人心，新发展格局加快构建，更加注重培育完整内需体系、加快科技自立自强、推动产业链供应链优化升级、推进农业农村现代化、优化区域经济布局、扩大高水平对外开放、提高人民生活品质、守住安全发展底线，为我省推动高质量发展带来了新的机遇。

At present, Henan Province has entered the stage of high-quality development and embarked on the new journey of building a modern Henan. We have reached a crucial juncture where Henan Province will transform from a big province to a strong one to achieve greater development. It is an important period for making great achievements and contributing more to the overall situation of China. We are facing three strategic opportunities -- building a new development paradigm, promoting the rise of the central region, and improving the ecological protection and quality-oriented development in the Yellow River Basin. The superimposed effect of integration and interconnection of multi-field strategic platforms continues to be strengthened. The function of supporting the domestic market and linking domestic and international circulation is continuously improved. The momentum of development in industrial system base, modern infrastructure and channels and hubs of opening-up continues to be enhanced. The potential of domestic demand stored in new urbanization and rural revitalization in such a big province with a large population continues to be inspired. The new development drivers formed by the introduction and cultivation of science and education innovation resources and emerging industries continue to grow. The role of ecological barriers constructed by protecting and governing major rivers, mountains and plains continues to be highlighted. The dividend of human capital transformed by the improvement of the quantity and quality of huge human resources continues to be released. The spiritual strength of the Yellow River civilization centered on the culture of the Central Plains continues to be leveraged. The traditional advantages are constantly strengthened, and new advantages are being forged. Thus, there are many favorable conditions for further development. At the same time, unbalanced and inadequate development is still a prominent problem for our province. Major per capita economic indicators are relatively lagging behind. The proportion of new industries, economies and new forms of business is still modest. Innovation support capacity is weak and the level of urbanization is relatively low. The development of social undertakings is inadequate and resource and environment constraints are tightening. In work on agricultural development in rural areas and social governance, there are still areas where we fall short.
从我省看，河南进入高质量发展阶段，开启现代化建设新征程，到了由大到强、实现更大发展的重要关口，到了可以大有作为、为全国大局作出更大贡献的重要时期。我省面临着国家构建新发展格局、促进中部地区崛起、推动黄河流域生态保护和高质量发展三大战略机遇，多领域战略平台融合联动的叠加效应持续显现，支撑国内大市场和链接国内国际双循环的功能地位持续提升，产业体系基础、现代基础设施、开放通道枢纽等蓄积的发展后劲持续增强，亿万人口大省新型城镇化和乡村振兴蕴含的内需潜力持续激发，科教创新资源和新兴产业引育形成的新发展动能持续壮大，大河大山大平原保护治理构筑的生态屏障作用持续凸显，庞大人力资源量质提升转化的人力资本红利持续释放，以中原文化为中心的黄河文明凝聚的精神力量持续彰显，传统优势不断强化、新的优势正在塑造，继续发展具有多方面有利条件。同时，我省发展不平衡不充分问题仍比较突出，人均主要经济指标相对落后，新产业新经济新业态占比不高，创新支撑能力不足，城镇化水平偏低，农业农村发展存在短板，社会事业发展不够充分，资源环境约束趋紧，社会治理还有不少弱项。

Overall, Henan Province is in a critical period. In this period, we face multiple strategic opportunities, and are able to gather strength to make some breakthroughs, struggle for adjustments and transformation, and answer to various risks and challenges. We must keep in mind both our internal and international imperatives and fully understand the strategic importance and plasticity of new opportunities and the complexity and overall importance of new challenges. We should be ready to fight, set up worst scenario thinking, accurately perceive changes and scientifically respond to them, take the initiative to seek changes, be good at fostering opportunities amid crises and opening up new vistas in a shifting landscape, and therefore step into a new stage of development with stronger confidence in the strategy.
综合研判，我省正处于战略叠加的机遇期、蓄势跃升的突破期、调整转型的攻坚期、风险挑战的凸显期。必须胸怀“两个大局”，深刻认识新机遇的战略性、可塑性和新挑战的复杂性、全局性，发扬斗争精神，树立底线思维，准确识变、科学应变、主动求变，善于在危机中育先机、于变局中开新局，以更加坚定的战略自信迈入新发展阶段。
