Editor's note: Innovation will remain at the heart of China's modernization drive, General Secretary Xi Jinping remarked in the report delivered to the 20th National Congress of the Communist Party of China. Seizing the opportunity of China's initiative to optimize regional innovation layout, during the 14th Five-Year Plan period (2021-25), Henan will fully implement the strategy for invigorating the province through science and education, innovation and talent cultivation, and keep perfecting its institutional support for innovation to build new strengths for development in an all-round way. Starting November 1, we are launching the "Wonderful Henan·Here We Are (Innovation)" series to show you the measures Henan will take during the 14th Five-Year Plan period to build an innovation highland in Midwest China. We will adhere to market-oriented precise docking, coordinate industrial and innovation chains, unblock key links of the value chain, and improve the overall efficiency of the innovation chain.

Making decisive efforts to tackle core technologies
打好关键核心技术攻坚战
We will focus on the development direction of key industries, establish a system for major innovation needs to be openly collected and regularly released, and keep the list of core technologies rotating with time. We will carry out major strategic and special science and technology projects, make a number of marked achievements in the fields of high-end equipment, new-generation information technology, advanced materials, biomedicine, new energy, biological breeding, new energy vehicles, green food, modern agriculture, resources and environment, public security and some others. Efforts should be made to achieve collective breakthroughs in key generic technologies and bottleneck technologies. We will implement the open competition mechanism and bring superior resources together to tackle problems so as to explore and establish the Henan model of the new nationwide system under the socialist market economy. We will strengthen the development of a collaborative innovation system for science and technology, and promote the development of collaborative innovation platforms in Zhengzhou, Luoyang, Xinxiang and other cities.
聚焦重点产业发展方向，建立重大创新需求公开征集定期发布制度，滚动编制关键核心技术攻关清单。实施战略性重大科技项目和重大科技专项，在高端装备、新一代信息技术、先进材料、生物医药、新能源、生物育种、新能源汽车、绿色食品、现代农业、资源环境、公共安全等领域取得一批重大标志性成果，努力实现关键共性技术与“卡脖子”技术群体性突破。实行“揭榜挂帅”等制度，整合优势资源集中攻关，探索形成社会主义市场经济条件下新型举国体制河南模式。加强科技协同创新体系建设，推动郑州、洛阳、新乡等市建设协同创新平台。

Strengthening research in basic fields
加强基础领域研究
We will actively participate in national strategic scientific plans and scientific projects, and facilitate better allocation and resource sharing among research institutes, universities and enterprises to bring about the integration of basic research and applied basic research with industrialization. We will intensify the implementation of Joint Fund for Regional Innovation and provincial Natural Science Fund, put tax incentives into effect to encourage enterprises to invest in basic research, and call for nongovernmental input through multiple channels, including donations and newly-established funds. We will optimize discipline distribution and R&D layout, promote inter-disciplinary integration, support universities and research institutes in carrying out major basic research and research on future technologies, solidify the driving force of free exploration and R&D application, and strengthen the cultivation of top-notch personnel in basic subjects. We will make major science and technology projects more original, open a green channel for original projects application and review, and explore ways to conduct a long-term evaluation of basic research.
积极参与国家战略性科学计划和科学工程，推进科研院所、高校、企业科研力量优化配置和资源共享，促进基础研究、应用基础研究与产业化对接融通。加大区域创新发展联合基金、省自然科学基金实施力度，落实企业投入基础研究税收优惠政策，鼓励社会以捐赠和建立基金等方式多渠道投入。优化学科布局和研发布局，推进学科交叉融合，支持高校和科研院所开展重大基础研究和未来技术研究，强化自由探索和应用研发带动，加强基础学科拔尖人才培养。强化重大科技计划原创导向，对原创性课题开通项目申报、评审“绿色”通道，探索实行基础研究长周期评价。

Contributing to the transfer and application of scientific and technological achievements
促进科技成果转移转化
We will promote the network platform building of Zhengzhou National Technology Transfer Center and ensure its operation quality and efficiency, broaden the functions of Henan National Intellectual Property Patent Examination and Cooperation Center and China (Xinxiang) Intellectual Property Protection Center. We will speed up the building of a (Zhengzhou) pilot platform attached to the national public service platform for IPR operation, and the building of key cities for the national IPR operation and service system in Luoyang and some other cities. We will continue to organize Henan scientific and technological achievements expos in universities and institutes, and establish national demonstration zones for the transfer and commercialization of scientific and technological achievements. We will improve patent subsidy and reward policy, optimize the evaluation mechanism, and expand the autonomy of scientific research institutions and universities in intellectual property rights to better protect and encourage high-value patents. We will also strengthen the building of regional science and technology markets and bases for the transfer and transformation of scientific and technological achievements, introduce another 50 provincial-level demonstration institutions for technology transfer into Henan, and expand the talent team for professional technology transfer.
推进国家技术转移郑州中心网络平台建设和运行质效提升，拓展国家知识产权专利审查协作河南中心、中国（新乡）知识产权保护中心功能，加快建设国家知识产权运营公共服务平台交易运营（郑州）试点平台和洛阳等国家知识产权运营服务体系重点城市，持续办好高校院所河南科技成果博览会，创建国家科技成果转移转化示范区。优化专利资助奖励政策和考核评价机制，扩大科研机构和高等院校知识产权处置自主权，更好保护和激励高价值专利。加强区域性科技大市场和科技成果转移转化基地建设，新引进培育省级技术转移示范机构50家，壮大专业化技术转移人才队伍。
