Editor's note: Innovation will remain at the heart of China's modernization drive, General Secretary Xi Jinping remarked in the report delivered to the 20th National Congress of the Communist Party of China. Seizing the opportunity of China's initiative to optimize regional innovation layout, during the 14th Five-Year Plan period (2021-25), Henan will fully implement the strategy for invigorating the province through science and education, innovation and talent cultivation, and keep perfecting its institutional support for innovation to build new strengths for development in an all-round way. Starting November 1, we are launching the "Wonderful Henan·Here We Are (Innovation)" series to show you the measures Henan will take during the 14th Five-Year Plan period to build an innovation highland in Midwest China. The following is the last story of the series: Major projects on innovation capacity building.

Projects of Basic Support Innovation Platforms
We will strive to establish more than two national key laboratories, and to build major scientific and technological infrastructure according to the unified national deployment, which includes ultra-short and ultra-strong laser platforms, alternating high-speed loading full-scale test systems, basic support platforms for quantum information technology, clinical medicine research and intelligent medical sharing service platforms.

Projects of Industrial Technology Innovation Platforms
We will accelerate the development of the national innovation centers for biological breeding industry and for agricultural machinery equipment, strive to add a number of innovation centers for industry, technology, and manufacturing as well as platforms for innovation and transformation of general-purpose key technologies in fields like underground engineering equipment, high-end bearings, optical communication, intelligent sensors, biomedicine, advanced materials, intelligent equipment, and modern agriculture. We will also strive to establish pilot open innovation platforms for artificial intelligence, to add more than 30 national engineering research centers, enterprise technology centers and clinical medicine centers, to introduce and foster more than 50 new high-level R&D institutions, and to build P3 level biosafety laboratories.

Projects of Public Service Innovation Platforms
We will speed up the development of national and provincial demonstration bases for entrepreneurship and innovation, strive to create more than 60 national innovation spaces, university science parks, and high-tech business incubators, create a number of national sci-tech resources sharing platforms, and strive to be part of the national science big data centers.
