Editor's note: Innovation will remain at the heart of China's modernization drive, General Secretary Xi Jinping remarked in the report delivered to the 20th National Congress of the Communist Party of China. Seizing the opportunity of China's initiative to optimize regional innovation layout, during the 14th Five-Year Plan period (2021-25), Henan will fully implement the strategy for invigorating the province through science and education, innovation and talent cultivation, and keep perfecting its institutional support for innovation to build new strengths for development in an all-round way. Starting November 1, we are launching the "Wonderful Henan·Here We Are (Innovation)" series to show you the measures Henan will take during the 14th Five-Year Plan period to build an innovation highland in Midwest China. The following is the 5th story of the series: To establish a favorable innovation ecosystem.

We will deepen reform of the sci-tech system, improve the sci-tech governance system, strengthen open and innovative cooperation, and create a social atmosphere that advocates innovation, encourages exploration, and tolerates failure.
深化科技体制改革，完善科技治理体系，强化开放创新合作，营造崇尚创新、鼓励探索、宽容失败的社会氛围。

Deepening the reform to energize scientific research through devolution
深化科研放权赋能改革
We will optimize the sci-tech planning system and the operation mechanism, and promote the integrated configuration of projects, bases, talents and funds in key fields. We will establish a mechanism to ensure steady financial investment increase in scientific and technological innovation, improve the mechanism for ensuring that government input serves as the primary source while non-governmental input comes from multiple channels, and further increase support for frontier research in basic fields. We will improve the mechanism for initiating sci-tech innovation projects and for project organization and management, and implement milestone assessment and other management methods of scientific research projects. We will establish a decision-making mechanism in which sci-tech consultations underlie administrative decisions, and leverage the role of sci-tech think tanks and professional research institutions. We will give more autonomy to scientific research, and grant innovation leaders more power to decide on technology routes and fund-using, implement the system of chief experts (chief technical engineers) taking responsibility for major scientific and technological projects, and push ahead trial systems for project fund overall rationing and research project managers responsibility identification. We will establish a market-based and socialized evaluation system for scientific research achievements, carry out graded and classified evaluations, optimize science and technology award projects, and implement a science and technology award nomination system. We will deepen the optimization and integration of research institutes and establish a sound modern institution system.
优化科技规划体系和运行机制，推动重点领域项目、基地、人才、资金一体化配置。建立科技创新财政投入稳定增长机制，健全政府投入为主、社会多渠道投入机制，加大对基础前沿研究的支持力度。完善科技创新项目立项、组织管理等机制，实施科研项目里程碑式考核等管理方式。建立科技咨询支撑行政决策的科技决策机制，更好发挥科技智库和专业研究机构作用。扩大科研自主权，赋予创新领军人才更大技术路线决定权和经费使用权，推行重大科技专项首席专家（技术总师）负责制，推进项目经费使用包干制、科研项目经理人制度等试点。建立市场化、社会化的科研成果评价制度，推行分级分类评审评价，优化科技奖励项目，实行科技奖励提名制。深入推进科研院所优化整合，建立健全现代院所制度。

Promoting openness and cooperation in science and technology
促进科技开放合作
We will deepen cooperation and exchanges with leading innovation-driven enterprises at home and abroad, and with well-known universities and institutes, actively contact regions with innovation advantages, and accomplish innovative resource sharing, tap scientific and technological cooperation as well as collaboration and transformation of scientific and technological achievements, so as to jointly build a number of sci-tech innovation parks and bases to commercialize achievements. We will strengthen international scientific and technological exchanges and cooperation, vigorously participate in China's Belt and Road Sci-tech Innovation Plan, actively introduce overseas key techniques and R&D teams, and promote the establishment of a number of R&D centers, joint laboratories, technology transfer institutions and high-tech business incubators. We will continue to hold Open Innovation and Transnational Technology Transfer Conference to attract major scientific and technological achievements at home and abroad to converge and get transformed in our province.
深化与国内外创新龙头企业、知名高校院所的合作交流，积极对接创新优势区域，开展创新资源共享、科技联合攻关、科技成果协同转化，共建一批科技创新园区和成果转化基地。加强国际科技交流合作，主动融入国家“一带一路”科技创新行动计划，积极引进海外关键技术和研发团队，推动共建一批研发中心、联合实验室、技术转移机构和科技创业园。持续办好开放创新暨跨国技术转移大会，吸引集聚国内外重大科技成果在我省落地转化。

Creating a favorable atmosphere for innovation
营造良好创新氛围
We will nurture an innovation and entrepreneurship culture which advocates dedication, constant striving, focus of attention as well as tolerance of failure, carry out tolerant while at the same time prudential regulation over new industries, and encourage mass entrepreneurship and innovation. We will strengthen scientific research integrity and academic atmosphere building and guarantee a sound sci-tech ethics system. Moreover, we will carry forward the scientific spirit, reinforce science popularization, and fully implement the plan for promoting national scientific literacy, aiming at increasing the proportion of scientifically literate citizens to 15%. We will steer teenagers toward and foster their interest in science, and promote the building of sci-tech innovation operating rooms for the will-be young scientists.
倡导敬业、精益、专注、宽容失败的创新创业文化，对新产业新业态实行包容审慎监管，促进大众创业万众创新。加强科研诚信和学风建设，健全科技伦理体系。弘扬科学精神，加强科普工作，深入实施全民科学素质行动计划，具备科学素质公民比例提高到15%。强化青少年科学兴趣引导和培养，推进“小小科学家科技创新操作室”建设。
