In 2023, Henan will make greater efforts to develop its port economy by accelerating the integration of resources and functions of ports and comprehensive bonded zones, introducing and cultivating large logistics enterprises, supporting enterprises in establishing overseas warehouses, building incubation platforms for cross-border e-commerce services, upgrading customs clearance facilitation, etc. Besides, Henan will exert more efforts to attract and utilize foreign capital, give full play to the role of existing foreign trade enterprises, and hold the Zhengzhou-Luxembourg "Air Silk Road" Forum for International Cooperation successfully. This year, Henan will step up efforts to create a first-class business environment by implementing policies and measures for utilizing foreign capital under the new situation and fostering a market access mechanism compatible with the negative list for foreign investment.
