"We will accelerate the development of the digital economy, further integrate it with the real economy, and build internationally competitive digital industry clusters," General Secretary Xi Jinping remarked in the report delivered to the 20th National Congress of the Communist Party of China. In the new development stage, digital transformation has been listed among Henan's top 10 development strategies. Starting on January 11, we are launching the "Wonderful Henan·Here We Are (Digital Henan)" series to show you the measures Henan will take during the 14th Five-Year Plan period (2021-25) to advance the building of national big data comprehensive pilot zones and accelerate the development of digital economy. The following is the 3rd story of the series: Building a digital government.

We will promote the digital transformation of government management services, enhance data-driven management and overall coordination, create a digital development ecosystem so as to improve government efficiency and to realize the value of data resources.

推进政府管理服务数字化转型，强化数据驱动和整体协同，营造数字化发展生态，促进政府效能提升和数据资源价值实现。

Promoting e-government information resource sharing

推动政务信息化共建共用

We will strengthen the intensive building, integrated optimization and inter-connectivity of the government information system, and promote precise and efficient coordination of management and services across levels, regions, systems, departments and businesses. We will accelerate the building of the provincial big data center and better e-government extranet, promote the integration of cloud application and network, and build the provincial and municipal digital government cloud, enhance the functions of the provincial integrated online government service platform, promote the building of the integrated online supervision platform, and improve the provincial unified open platform for data sharing. We will strengthen the building of the government administration characterized by "Henan Affairs Handling" - a government service mobile terminal, and ensure that government services, social governance, and government data can all be managed in their respective comprehensive network. We will also promote electronization of the frequently needed certificates to realize information sharing and mutual recognition.

强化政务信息系统集约建设、整合优化和互联互通，推进跨层级、跨地域、跨系统、跨部门、跨业务管理和服务精准高效协同。推进省大数据中心建设，完善电子政务外网，推动云网融合，建成省、市数字政府云。提升省一体化在线政务服务平台功能，推进一体化在线监管平台建设，完善全省统一数据共享开放平台，加强政务服务移动端“豫事办”等特色政务品牌建设，全面实现政务服务“一网通办”、社会治理“一网通管”、政务数据“一网通享”。推进高频使用证照电子化和信息共享互认。

Strengthening the development, utilization and protection of data resources

加强数据资源开发利用保护

We will strengthen unified and standardized management of data resources and expand the orderly opening of basic public information data, promote greater synergy between public data and enterprise data, develop third-party big data service industries, explore new models for the fusion application of data resources from governments, enterprises and the society, and support the development of innovative consortia like open-source digital technology communities. We will build and improve the basic database of economic governance and the database of spatial and geographic information, and speed up the establishment of a mechanism for digital technologies to assist government decision-making. We will establish and improve the data property rights trading mechanism, foster standardized data trading platforms and market entities, and carry out application-oriented data exchanges and trading pilot programs. We will build a comprehensive defense system for data security, and strengthen data protection involving national interests, business secrets and individual privacy.

加强数据资源统一规范管理，扩大基础公共信息数据有序开放，推动公共数据与企业数据深度对接，发展第三方大数据服务产业，探索政府、企业、社会多方数据资源融合应用新模式，支持数字技术开源社区等创新联合体发展。建设完善经济治理基础数据库和空间地理信息库，加快构建数字技术辅助政府决策机制。建立健全数据产权交易机制，培育规范的数据交易平台和市场主体，开展面向应用的数据交换和交易试点。构建数据安全综合防御体系，加强涉及国家利益、商业秘密、个人隐私的数据保护。

Fostering a prudent and tolerant environment for digital development

营造审慎包容的数字化发展环境

We will establish and improve the regulatory service system that allows digital development, strengthen guidance on planning, policy support and standardized management for digital development, promote the formation of digital economy industrial alliances, support the innovative application of digital technologies and new R&D institutions, encourage the development of new forms and models of digital economy, and promote the sound development of platform economy and sharing economy. We will guide internet enterprises to enhance their internal management and support their security net, establish and improve industry self-discipline and mutual discipline mechanisms, broaden channels for resource providers and the public to participate in management, explore a coordinating management mechanism that joins the efforts of government, internet enterprises, industry associations and the general public, and strengthen statistical monitoring of the digital economy.

建立健全适应数字化发展的监管服务体系，加强对数字化发展的规划引导、政策支撑和规范管理。推动组建数字经济产业联盟，支持数字技术创新应用和新型研发机构建设，鼓励发展数字经济新业态新模式，促进平台经济、共享经济健康发展。引导互联网企业加强内部管理和安全保障，建立健全行业自律互律机制，拓展资源提供者和公众参与治理渠道，探索建立政府、互联网企业、行业组织和公众共同参与的协同治理机制。加强数字经济统计监测。
