Over the past decade, Henan's R&D investment has soared from 31.08 billion yuan to101.88 billion yuan, an increase of 2.3 times, and the annual increase in the recent three years has exceeded 10 billion yuan. Besides, its sci-tech expenditure has increased by 4 times from 6.96 billion yuan to 35.12 billion yuan, accounting for 3.37 percent of the general public budget, up 1.39 percent. As for technical contracts, over the past decade, Henan's turnover from technical contracts has jumped from 4.02 billion yuan to 62.078 billion yuan, 14 times higher than 10 years ago, with an average annual growth rate in the recent three years reaching 61.3 percent, far exceeding the national average. Meanwhile, the number of high-tech enterprises has grown tenfold from less than 800 to 8,387 while that of small and medium-sized sci-tech enterprises from over 300 to 16,583, ranking 1st in China's central and western regions. It is worth noting that Henan has received compliment and incentive support from the State Council twice for its achievements in sci-tech innovation.
十年间，全省研发经费投入从310.8亿元增长至1018.8亿元、增长2.3倍，近3年年度增幅均在百亿以上；全省财政科技经费支出从69.6亿元增长至351.2亿元、增长4倍，占一般公共预算的比重由1.39%增长至3.37%；全省技术合同成交额由40.2亿元增长至620.78亿元、增长14倍，近三年年均增速61.3%，远超全国平均增速；高新技术企业从不到800家发展到8387家、增长10倍；科技型中小企业从最初的300余家发展到16583家，总量居中西部地区首位；河南科技创新工作两次获得国务院办公厅督查激励表彰。
Since 2011 when the State Key Laboratory of Cotton Biology (Henan's first key laboratory at the national level) was inaugurated, Henan has embraced 16 national-level key laboratories, 10 national-level engineering and technology research centers and 50 national-level engineering research centers.
从2011年河南建设第一家棉花生物学国家重点实验室、实现我省零的突破，至今，全省已建16家国家重点实验室、10家国家工程技术研究中心、50家国家工程研究中心。
It is worth noting that Henan has reconstructed its laboratory system since 2021 by establishing 8 provincial-level laboratories (such as the Songshan Laboratory and the Shennong Laboratory) and 12 provincial-level laboratory bases, gradually forming a new innovation pattern taking the provincial-level laboratories as the core and the high-quality and high-end innovation resources as the supplements.
特别是去年以来，河南重塑重构省实验室体系，批复建设嵩山、神农种业等8家省实验室，设立了12家省实验室基地，形成以省实验室为核心、优质高端创新资源协同创新的“核心＋基地＋网络”的创新格局。
